Job Overview: The Digital Transformation Specialist will play a crucial role in supporting and designing technology for development (T4D) interventions across the Pacific Multi-Country Office. This position involves providing technical support to country offices, ensuring alignment with global standards, and contributing to the procurement and evaluation of digital solutions. The specialist will also assist in implementing digital technology initiatives, monitor quality assurance during T4D deployments, and support resource mobilization efforts. The role requires a strategic approach to digital development, ensuring compliance with UNICEF's Digital Principles and facilitating knowledge sharing and capacity building among stakeholders.
Duties and Responsibilities:
Digital/Data Solution Implementation: Provide technical support in solution design, procurement, and evaluation of digital solutions. Assist with implementation strategies and document challenges and resolutions.
Strategic Oversight: Support the implementation of the digital innovation strategy, monitor quality assurance, and participate in T4D governance.
Resource Mobilization: Identify opportunities for resource mobilization and assist in proposal development.
Portfolio Coordination: Work with the Regional Office to develop a digital roadmap and monitor project management initiatives.
Digital Capacity Building: Support data analysis and capacity building initiatives for staff and partners.
Digital Innovation: Identify new technology initiatives and support staff capabilities in using frontier technology.
Business Analysis: Utilize user-centric design methods and maintain an inventory of technology interventions.
Required Qualifications: A university degree in Digital Transformation, Business Analysis, ICT Management, Computer Science, Information Systems, or a related field is required. A minimum of 2 years of professional experience in ICT for development in a large international organization is essential. Experience in coordinating external vendors, supporting business analysis, and managing projects is desired. Familiarity with UNICEF's programmatic areas will be an advantage, along with experience in applying technical solutions to programmatic issues.
Educational Background: Candidates must possess a Bachelor’s Degree or equivalent in a relevant technical field such as Digital Transformation, Business Analysis, ICT Management, or International Development. This educational background is essential for understanding the complexities of digital solutions and their application in development contexts.
Experience: The position requires at least 2 years of professional experience in information communication technology for development (ICT4D). Candidates should have experience in identifying, designing, and implementing solutions for large-scale projects, as well as coordinating the work of external vendors and software developers. Experience in managing budgets, contracts, and project management is also desired, along with exposure to UNICEF or other international non-governmental organizations (INGOs).
Languages: Fluency in English is mandatory for this position. Additional language skills may be considered an asset, particularly in the context of the Pacific region, where multiple languages may be spoken.
