Job Posting Organization: The United Nations Office at Nairobi (UNON) serves as the UN headquarters in Africa and is the office of the Secretary-General. Established to support the implementation of various UN programs, UNON provides essential administrative, conference, and information services to the UN Environment Programme (UNEP), the UN Human Settlements Programme (UN-Habitat), and other UN offices in Kenya. Job Overview: The Programme Management Officer position is situated within the Business Continuity and Resilience Unit of the Office of the Director, Division of Administrative Services at UNON. The incumbent will be tasked with evaluating, strengthening, and implementing Business Continuity Plans (BCP) in collaboration with UNON managers. This role involves monitoring developments in risk management, coordinating policy development, and providing strategic recommendations to enhance organizational resilience. The officer will also be responsible for conducting training workshops, managing emergency stocks, and ensuring compliance with audit requirements. The position requires a proactive approach to crisis management and the ability to work collaboratively with various operational units to ensure preparedness and effective response to potential disruptions.
Duties and Responsibilities:
Assist UNON managers in evaluating and implementing Business Continuity Plans (BCP) by monitoring risk management developments, facilitating functional tests, and coordinating policy development.
Coordinate the implementation of the Organizational Resilience Management System (ORMS) by providing guidance to emergency and BCP focal points, conducting simulation exercises, and integrating new UNHQ policies.
Act as the focal point for UNON Enterprise Risk Management (ERM) by leading evaluations, maintaining risk registers, and providing expert guidance on risk documentation.
Lead the development and implementation of UNON's evaluation work plan, ensuring compliance with evaluation policies and managing consultants.
Supervise the Administrative Assistant supporting the unit and perform other duties as assigned.
Required Qualifications: Candidates must possess a strong understanding of Business Continuity Planning (BCP), Organizational Resilience Management System (ORMS), and Enterprise Risk Management (ERM). They should demonstrate the ability to analyze risk management developments, coordinate policy implementation, and provide strategic recommendations. Strong judgment, planning, and organizational skills are essential, along with the ability to work independently and manage conflicting priorities. Candidates should also exhibit professionalism, effective communication skills, and a commitment to gender equality in the workplace.
Educational Background: An advanced university degree (Master's degree or equivalent) in business administration, programme management, disaster management, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of seven years of progressive experience in crisis, risk, disaster, and organizational resilience management is required. Candidates should have experience in developing and implementing business continuity plans within international organizations, as well as emergency preparedness and crisis communication. Experience in evaluation or related areas, preferably within the UN or similar international organizations, is desirable. Additionally, two or more years of experience in data analytics or related fields is advantageous.
Languages: Fluency in English is required for this position, while knowledge of French is desirable. Familiarity with another official United Nations language is also considered beneficial. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is defined as 'confident' in two of the four areas.
Additional Notes: The appointment for this position is for an initial period of one year, with any extensions subject to the availability of funds.
