The United Nations Mission in South Sudan (UNMISS) was established to support the peace process in South Sudan and to protect civilians. The mission operates under the mandate of the United Nations security" style="border-bottom: 1px dotted #007bff !important;">Security Council and aims to prevent a return to civil war, build durable peace, and support inclusive governance. UNMISS has a significant presence in South Sudan, with a ceiling of 17,000 troops and over 2,100 police personnel. The mission is committed to advancing its strategic vision and ensuring the protection of civilians while facilitating humanitarian assistance and supporting the implementation of peace agreements.

Job Overview:
The engineer" style="border-bottom: 1px dotted #007bff !important;">Project Engineer will play a crucial role in the Engineering Section of the Bentiu Field Office, directly reporting to the Field Engineer. This position involves applying engineering principles to design, construct, and maintain various infrastructure projects, including buildings and roads. The incumbent will be responsible for producing CAD drawings, preparing technical specifications, and ensuring compliance with established standards. The role also includes conducting on-site supervision of construction projects, coordinating technical evaluations, and overseeing quality control measures. The Project Engineer will be expected to mentor national personnel, thereby enhancing their technical capacity and ensuring adherence to environmental and sustainability measures in all engineering projects. This position is vital for the successful implementation of UNMISS's mandate in South Sudan, contributing to the overall mission objectives.

Duties and Responsibilities:
The Project Engineer will be responsible for a wide range of duties, including:
  • Applying engineering principles in the design, construction, and maintenance of infrastructure projects.
  • Producing CAD drawings and technical specifications for mission projects.
  • Preparing Bill of Quantities (BOQ), cost estimates, Statements of Work (SOW), and bidding documents.
  • Conducting on-site supervision of construction projects to ensure compliance with project specifications.
  • Coordinating technical acceptance and peer reviews for construction projects.
  • Conducting technical evaluations of bids and preparing Technical Evaluation Reports.
  • Developing and analyzing project proposals for technical feasibility.
  • Overseeing quality control by preparing snag lists and discrepancy reports.
  • Supervising contractor performance and ensuring quality of completed tasks. 1
  • Providing mentorship and training to national personnel. 1
  • Ensuring adherence to environmental and sustainability measures in engineering projects. 1
  • Engaging in UNV activities and promoting capacity development among local personnel.

Required Qualifications:
Candidates must possess a strong background in engineering, with demonstrated expertise in civil engineering or a related field. They should have a high degree of autonomy, personal initiative, and the ability to work independently in a politically sensitive environment. A commitment to continuous learning and the ability to adapt to changes in the work environment are essential. Candidates should also have effective organizational and problem-solving skills, with the ability to manage multiple projects simultaneously. Strong interpersonal and communication skills are necessary for effective collaboration in a multicultural environment.

Educational Background:
A degree in civil engineering or a related field is required for this position. Advanced degrees or certifications in engineering disciplines will be considered an asset. Candidates should have a solid understanding of engineering principles and practices, as well as familiarity with relevant software tools for design and project management.

Experience:
Candidates should have a minimum of 3-5 years of relevant professional experience in engineering, particularly in project management and infrastructure development. Experience working in challenging environments, particularly in conflict or post-conflict settings, is highly desirable. Previous experience with UN or international organizations will be an advantage.

Languages:
Fluency in English is mandatory, both spoken and written. Knowledge of additional languages, particularly local languages spoken in South Sudan, is considered an asset and may enhance communication with local stakeholders.

Additional Notes:
This position is classified as a non-family duty station, and candidates should be prepared for austere living conditions with shared accommodations. The role is full-time, and the contract duration is aligned with the UNMISS mandate, which is currently extended until 15 March 202
  • Candidates must be able to live and work in difficult and harsh conditions, as the security situation in South Sudan can be volatile. Compensation and benefits will be in accordance with UN standards, and primary health care services are available within the mission area.
