Job Overview: The Monitoring and Evaluation Consultant will play a vital role in supporting the implementation of the KOICA Regional Monitoring and Evaluation (ME) Project. This consultancy is designed to provide full-time support from the UNFPA Regional Office in Cairo or remotely from Seoul, adhering to the Cairo work week. The consultant will be responsible for grant management, ensuring compliance with donor requirements, and providing integrated reporting support. The consultant will work closely with various stakeholders, including KOICA local and regional offices, UNFPA country offices in Lebanon and Palestine, and other relevant partners. The role requires a proactive approach to managing grant implementation, tracking deadlines for reporting, and facilitating communication and knowledge sharing among team members and stakeholders. The consultant will also be expected to document key decisions, organize coordination meetings, and develop frameworks for collecting and disseminating impact stories from project beneficiaries.
Duties and Responsibilities: The consultant will manage and track the implementation of grants throughout their lifecycle, providing monthly updates on progress. Responsibilities include tracking deadlines for donor narrative and financial reporting, ensuring timely submission of integrated reports, and collaborating with team members to draft and review financial reports. The consultant will develop mechanisms for improved knowledge sharing, organize coordination meetings, document key decisions, and ensure follow-up actions are tracked. Additionally, the consultant will work with communications colleagues to collect and disseminate impact stories and success cases, support monthly reporting meetings with KOICA, and manage stakeholder engagement. The consultant will also coordinate meetings, prepare agendas and minutes, and provide logistical support for events related to the ME component of the KOICA project. Other ad hoc duties may be assigned as needed.
Required Qualifications: Candidates must possess a Bachelor's Degree in development, social sciences, international relations, business administration, or a related field. A minimum of three years of professional experience in grant making and management, project/programme management, resource mobilization, and partnership is required. At least one year of experience at the international level is essential. Knowledge of the UN system, particularly UNFPA's mandate, policies, and procedures, is preferred. Excellent writing skills in English are mandatory, and experience with grant management and donor reporting systems, particularly with KOICA, is a strong advantage. Candidates should demonstrate the ability to work with diverse partners, possess excellent interpersonal and diplomatic skills, and be proficient in current office software applications and corporate IT systems.
Educational Background: A Bachelor's Degree in development, social sciences, international relations, business administration, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of international development, project management, and the specific mandates of organizations like UNFPA.
Experience: Candidates should have a minimum of three years of substantive experience in grant making and management, project/programme management, resource mobilization, and partnership development. At least one year of this experience should be at the international level, demonstrating the ability to navigate complex international environments and work effectively with diverse stakeholders. Experience in grant management and donor reporting systems, particularly with KOICA, is highly desirable, as is a proven capacity to engage with various partners, including donors, governments, and civil society organizations.
Languages: Fluency in English is required, and proficiency in Korean is also necessary for this position. Knowledge of a second UN language is considered an asset, enhancing the candidate's ability to communicate effectively in a multilingual environment and engage with a broader range of stakeholders.
Additional Notes: This consultancy is a full-time position, with payments made on a monthly basis. The expected travel for this role is minimal, estimated at 30%.
