Job Overview: The Strategic Adviser on Cyber security" style="border-bottom: 1px dotted #007bff !important;">Security will play a crucial role in providing strategic advice and operational support to Moldovan partners to enhance their cyber security capabilities. This position involves assessing and improving the resilience of these partners against malicious cyber activities, as well as facilitating collaboration with Member States and relevant institutions to counter hybrid threats and cyber-attacks. The adviser will be responsible for identifying necessary organizational measures, training opportunities, and evaluating existing cyber security structures. Additionally, the role includes managing projects, implementing training activities, and providing analytical recommendations to local counterparts, thereby transforming the Moldovan cyber security landscape in alignment with EU and international standards.
Duties and Responsibilities: The duties and responsibilities of the Strategic Adviser on Cyber Security include:
Providing strategic advice and operational support to Moldovan partners to enhance their cyber security capabilities.
Facilitating liaison and support among Member States and institutions to prevent, detect, and counter hybrid threats and cyber-attacks.
Advising on appropriate organizational measures to deter and respond to malicious cyber activities.
Identifying training opportunities related to legislation, policy, and structural design in cyber security.
Evaluating the capabilities of structures responsible for cyber security.
Supporting partners in identifying necessary equipment and infrastructure to strengthen cyber security.
Managing and leading projects and interventions in the field of cyber security.
Assisting in the implementation of externally funded projects and initiatives.
Conducting training activities on cyber security. 1
Providing analysis and recommendations to local counterparts in the area of responsibility.
Required Qualifications: The essential qualifications for this position include:
Successful completion of university studies of at least 4 years, attested by a diploma, or a qualification equivalent to level 7 in the European Qualifications Framework, or a Master's Degree.
A minimum of 4 years of relevant professional experience after fulfilling the education requirements.
Proven knowledge of cyber security at a strategic level, with relevant experience in a governmental agency or equivalent.
Good understanding of cyber security architecture requirements, EU good practices, and technical solutions.
Familiarity with international security standards such as NIST Cyber Security Framework, ISO27000 series, or CIS Security Controls.
Ability to mentor and motivate local counterparts.
Experience in designing and providing training.
Educational Background: Candidates must have a university degree of at least 4 years, which is attested by a diploma. This can also include qualifications equivalent to level 7 in the European Qualifications Framework or a Master's Degree. Additionally, equivalent police or military education or training may be considered.
Experience: The position requires a minimum of 4 years of relevant professional experience in the field of cyber security, particularly after meeting the educational requirements. This experience should include strategic and operational roles within governmental agencies or similar organizations, demonstrating a solid understanding of cyber security practices and frameworks.
Languages: Mandatory languages for this position include proficiency in English. Knowledge of Romanian and/or Russian is considered desirable, as it may enhance communication and collaboration with local partners and stakeholders.
