Job Overview: The Finance and Compliance Senior Manager plays a crucial role within the Cash Consortium of Sudan (CCS) by overseeing the financial management, compliance, and operational aspects of budgets and subawards issued by Mercy Corps. This position is vital for ensuring that the financial practices align with donor requirements and organizational standards. The manager will work closely with the CCS Chief of Party and the Mercy Corps Sudan Finance Director, collaborating with various stakeholders to enhance the capacity of subrecipients to meet compliance requirements. The role requires a proactive approach to financial management, ensuring that resources are utilized efficiently and effectively to support the humanitarian response efforts in Sudan.
Duties and Responsibilities: The Finance and Compliance Senior Manager will be responsible for a wide range of duties including: developing a master consortium budget and cost model for proposal development; leading budget development for new funding opportunities; tracking burn rates across consortium partners; ensuring timely development of subaward agreements; conducting pre-award financial reviews; drafting and overseeing subaward agreements; managing subawards in accordance with Mercy Corps’ financial management manual; ensuring compliance with donor requirements; developing capacity-building activities for subrecipients; interfacing with donor representatives; and ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security procedures. The manager will also be responsible for developing training programs to enhance the financial management capabilities of subrecipients and will play a key role in promoting accountability and ethical standards within the organization.
Required Qualifications: Candidates must possess a BA/S or equivalent in accounting or finance, with an advanced degree preferred. A minimum of 5 years of relevant field or management experience in complex programming, including grants management and subawards in an international context, is required. Candidates should have at least 4 years of experience in grants management with a strong understanding of USG, EU, UK, and UN regulations. International experience, particularly in insecure environments, is essential. Strong organizational skills, advanced computer skills in MS Office (especially Excel), and effective communication skills are also required. The ability to work effectively with diverse teams in sensitive environments is crucial.
Educational Background: The position requires a minimum of a BA/S or equivalent in accounting or finance. An advanced degree in a related field is preferred, as it demonstrates a higher level of expertise and understanding of financial management principles and practices relevant to the role.
Experience: Candidates should have at least 5 years of relevant experience in financial management and compliance, particularly in complex, multi-dimensional programming. Experience in administering small subawards in an international environment is essential, along with a minimum of 3 years of international experience, preferably in an NGO field office setting. Demonstrated experience in overseeing teams responsible for monitoring subrecipients is also required.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Proficiency in additional languages relevant to the region may be considered an asset, enhancing the ability to communicate effectively with diverse stakeholders.
Additional Notes: The position is based in Nairobi, Kenya, with up to 25% travel required to support consortium programming and operations in Sudan, including travel to potentially insecure locations. The role is full-time and may involve working in challenging environments.
