Job Overview:
The position of International Consultant to Review and Reform the Judicial Performance Evaluation (JPE) tool is a critical role aimed at enhancing the effectiveness and efficiency of the judicial system in the Maldives. The consultant will be responsible for assessing the current JPE tool, identifying gaps and areas for improvement, and proposing reforms that align with international best practices. This role requires a comprehensive understanding of judicial performance metrics and the ability to engage with various stakeholders, including judicial officials, government representatives, and civil society organizations. The assignment is expected to take place from April to September 2025, during which the consultant will conduct thorough research, facilitate discussions, and deliver a detailed report with actionable recommendations.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including but not limited to:
  • Conducting a thorough review of the existing Judicial Performance Evaluation tool, analyzing its effectiveness and relevance.
  • Engaging with stakeholders to gather insights and feedback on the current evaluation processes.
  • Researching international best practices in judicial performance evaluation and identifying applicable models for the Maldives.
  • Developing a comprehensive reform proposal that addresses identified gaps and enhances the evaluation process.
  • Preparing and presenting findings and recommendations to UNDP and relevant stakeholders.
  • Collaborating with UNDP and local partners to ensure the successful implementation of proposed reforms.
  • Providing ongoing support and guidance throughout the reform process, including training and capacity-building initiatives for judicial staff.

Required Qualifications:
Candidates must possess a strong background in law, public administration, or a related field, with a focus on judicial systems and performance evaluation. A proven track record in conducting assessments and developing reform proposals for judicial or governmental institutions is essential. Additionally, candidates should demonstrate excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with the Maldivian legal context and previous experience working with international organizations will be considered an asset.

Educational Background:
A master's degree or higher in law, public administration, or a related field is required. Candidates with specialized training or certifications in judicial performance evaluation or related areas will be preferred. A strong academic background that demonstrates expertise in legal frameworks and governance will be advantageous.

Experience:
The ideal candidate should have at least 5-7 years of relevant professional experience in judicial reform, public administration, or a related field. Experience working with international organizations, particularly in the context of developing countries, is highly desirable. Proven experience in conducting evaluations, assessments, and developing reform strategies for judicial systems is essential.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in this language. Knowledge of Dhivehi, the local language of the Maldives, is considered a strong advantage, as it will facilitate better engagement with local stakeholders and enhance the effectiveness of the consultant's work.

Additional Notes:
This position is offered as an individual contractor role, with a contract duration from April to September 202
  • The consultant will be expected to work full-time during this period, with flexibility in terms of location, although some travel within the Maldives may be required. Compensation will be commensurate with experience and in line with UNDP's policies for individual contractors. The consultant will be responsible for submitting proposals directly through the UNDP supplier portal, and any inquiries regarding the tender must be submitted in writing via the portal's messaging functionality.
