Job Overview: The position involves providing advisory services as an international expert in the development of a comprehensive diagnosis of the integrated revenue collection policy for the city of Quito, Ecuador. This role requires a deep understanding of public finance, local governance, and the socio-economic context of Quito. The expert will work closely with local authorities and stakeholders to ensure that the recommendations are practical and aligned with the city's development goals. The assignment is expected to last for 60 effective working days within a period of 120 days, allowing for flexibility in scheduling and deliverables.
Duties and Responsibilities:
Conduct a thorough analysis of the current revenue collection policies in Quito, identifying strengths and weaknesses.
Engage with local government officials, stakeholders, and community representatives to gather insights and perspectives on the revenue collection process.
Develop a comprehensive report detailing the findings of the analysis, including recommendations for policy improvements.
Present the findings and recommendations to relevant stakeholders, facilitating discussions on implementation strategies.
Provide ongoing support and guidance to local authorities during the implementation phase of the recommendations.
Ensure that all deliverables are submitted in a timely manner and meet the quality standards set by UNDP.
Maintain regular communication with the UNDP procurement team and other relevant parties throughout the assignment.
Required Qualifications:
Proven expertise in public finance, local governance, or a related field.
Strong analytical skills with the ability to synthesize complex information into actionable recommendations.
Excellent communication and interpersonal skills, with experience in stakeholder engagement.
Familiarity with the socio-economic context of Ecuador, particularly in relation to public finance and revenue collection.
Ability to work independently and manage multiple tasks effectively.
Proficiency in using relevant software and tools for data analysis and reporting.
Educational Background: A master's degree or higher in public administration, economics, finance, or a related field is required. Additional certifications or training in public finance management or local governance will be considered an asset.
Experience: A minimum of 5 years of professional experience in public finance, local governance, or a related field is required. Experience working with international organizations or in a consultancy role is highly desirable. Previous experience in conducting assessments or developing policies related to revenue collection is a significant advantage.
Languages: Fluency in Spanish is mandatory, as the work will be conducted in Quito. Proficiency in English is desirable but not required. Knowledge of additional languages relevant to the local context may be beneficial.
Additional Notes: The contract duration is for 60 effective working days within a 120-day period. This position is classified as an individual contractor role, and candidates may be recruited nationally or internationally. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant expenses as per UNDP policies.
