Job Overview:
The position of International Consultant for Terminal Evaluation is focused on assessing the impact of the project 'Delivering Peace Dividends in Liberia'. This project aims to consolidate national, regional, and local reconciliation and social cohesion opportunities in Liberia. The consultant will be responsible for evaluating the effectiveness of the project in achieving its objectives and delivering peace dividends. The evaluation will involve analyzing project outcomes, stakeholder engagement, and the overall contribution to peace and reconciliation efforts in Liberia. The consultant is expected to provide recommendations for future initiatives based on the evaluation findings. This role requires a deep understanding of the socio-political context of Liberia and the ability to engage with various stakeholders, including government entities, civil society organizations, and local communities.

Duties and Responsibilities:
  • Conduct a comprehensive evaluation of the project, including its design, implementation, and outcomes.
  • Engage with stakeholders to gather qualitative and quantitative data on the project's impact.
  • Analyze the data collected to assess the effectiveness of the project in promoting peace and reconciliation.
  • Prepare a detailed evaluation report that includes findings, conclusions, and actionable recommendations.
  • Present the evaluation findings to UNDP and other relevant stakeholders.
  • Ensure that the evaluation process adheres to UNDP's evaluation standards and guidelines.
  • Collaborate with the UNDP Liberia Procurement Unit and other relevant teams throughout the evaluation process.
  • Provide insights on best practices and lessons learned from the project to inform future initiatives.

Required Qualifications:
  • Advanced degree in social sciences, international relations, peace studies, or a related field.
  • Proven experience in conducting evaluations of development projects, particularly in the areas of peacebuilding and reconciliation.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with UNDP's evaluation policies and procedures is an asset.
  • Knowledge of the socio-political context of Liberia and the West African region is highly desirable.

Educational Background:
Candidates must possess an advanced degree (Master's or PhD) in relevant fields such as social sciences, international relations, peace studies, or a related discipline. A strong academic background is essential to ensure a thorough understanding of the complexities involved in peacebuilding and reconciliation efforts.

Experience:
The position requires significant experience in project evaluation, particularly in the context of peacebuilding and social cohesion initiatives. Candidates should have a minimum of 5-7 years of relevant professional experience, including work with international organizations, NGOs, or governmental agencies. Experience in Liberia or similar contexts is highly advantageous.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of local languages spoken in Liberia is considered an asset, as it may facilitate better engagement with local stakeholders and communities.

The assignment is expected to last for 45 working days. This is a consultancy position, and the consultant will work on an individual contractor basis.
