Job Overview:
The Construction Project Manager will play a crucial role in overseeing and monitoring all construction activities within the UNICEF Country Office. This includes managing projects related to school infrastructures, health centers, WASH facilities, and office premises. The incumbent will work under the direct supervision of the Construction Manager and will be responsible for providing technical support in managing construction and rehabilitation activities. The role requires collaboration with various UNICEF programs and operations, as well as coordination with government counterparts to ensure that construction projects align with UNICEF's mission and standards. The Construction Project Manager will also be involved in the preparation of design and technical documents, support procurement processes, and monitor construction projects to ensure compliance with established norms and standards.

Duties and Responsibilities:
  • Collaborate with UNICEF Programmes/Operations and coordinate with government counterparts to provide technical support in construction project management.
  • Prepare design and technical documents, including drafting the scope of construction works based on program requirements and site limitations.
  • Assist in the procurement process by preparing tender documents, attending bidders' conferences, and evaluating technical proposals.
  • Monitor construction projects through regular site visits, technical meetings, and joint monitoring with government services.
  • Ensure compliance with UNICEF norms and standards, including child-friendly and eco-efficient practices.
  • Manage contract administration, including amendments, variations, and contract close-out processes.
  • Prepare reports on project progress and assist in the evaluation of construction works.

Required Qualifications:
The ideal candidate should possess strong technical knowledge in construction project management, including familiarity with UNICEF's norms and standards. They should have excellent communication and coordination skills to work effectively with various stakeholders, including government counterparts and construction firms. The candidate should also demonstrate strong analytical and problem-solving abilities to address technical obstacles and ensure project compliance.

Educational Background:
A degree in civil engineering, architecture, or a related field is required. Additional certifications in project management or construction management would be advantageous. Knowledge of UNICEF's standards and practices in construction is also beneficial.

Experience:
Candidates should have a minimum of 5 years of experience in construction project management, preferably in a humanitarian or development context. Experience working with international organizations or NGOs is highly desirable. The candidate should have a proven track record of managing construction projects from inception to completion, including experience in monitoring and evaluating project outcomes.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Afghanistan would be an asset, as it would facilitate communication with local stakeholders and government counterparts.

This position is a United Nations Volunteers (UNV) assignment, which may involve living and working in challenging conditions. Candidates should be prepared for a commitment to cultural awareness and flexibility in adapting to the local environment. The role may require full-time engagement and is focused on humanitarian efforts in Afghanistan.
