Job Overview: The Consultant for AI Impact Assessment on Labour Migration will play a crucial role in evaluating the implications of artificial intelligence on migrant employment and migration policies. This position is part of a broader project funded by the Swiss Agency for Development and Cooperation (SDC), which aims to enhance the management of labour migration in Central Asia. The consultant will be responsible for designing a comprehensive methodology to assess the impact of AI on labour markets, conducting stakeholder mapping, and gathering qualitative data through surveys and interviews. The findings will inform policy recommendations and strategies for integrating AI into labour policies, ultimately aiming to improve the conditions and rights of migrant workers. The consultant will work closely with IOM's Labour Migration Department and contribute to the project's deliverables, which include a series of reports and actionable recommendations.
Duties and Responsibilities: The consultant will be tasked with several key deliverables throughout the project duration. The first deliverable involves designing a comprehensive methodology for assessing the impact of AI on migrant employment and migration policies, due by April 21, 202
The second deliverable requires conducting a mapping of users, including migrants, employers, public recruitment agencies, and social institutions, with a deadline of May 26, 202
The third deliverable entails conducting surveys and interviews with relevant stakeholders to assess the impact of AI, due by June 26, 202
The fourth deliverable is to develop a preliminary draft report that includes key findings and initial analysis of AI's impact on employment, due by July 30, 202
The fifth deliverable involves finalizing the report by incorporating feedback and providing a comprehensive analysis of AI's implications for labour markets, due by August 30, 202
Lastly, the sixth deliverable requires the consultant to develop actionable policy recommendations and propose a strategic roadmap for AI integration in labour policies and workforce development, due by September 15, 2025.
Required Qualifications: Candidates must possess a university degree or diploma in fields such as Humanitarian, Political or Social Science, Data Management, Data Science, Statistics, Computer Science, or a related area from an accredited institution, along with three years of relevant experience. Alternatively, a High School Diploma in the aforementioned fields with five years of relevant working experience is acceptable. The consultant should have a deep understanding of migration theories, policies, and trends at both national and international levels, as well as proven experience in analyzing the impact of emerging technologies, particularly AI, on labour markets and employment policies. Experience in evaluating national labour policies and designing data collection methods is essential, along with the ability to produce high-quality reports that include findings, analysis, and policy recommendations.
Educational Background: The educational background required for this position includes a university degree or diploma in relevant fields such as Humanitarian, Political or Social Science, Data Management, Data Science, Statistics, Computer Science, or a related discipline. Candidates with a High School Diploma in these fields must have a minimum of five years of relevant working experience. The educational qualifications should be from an accredited academic institution, ensuring that the candidate has a solid foundation in the necessary theoretical and practical aspects of the role.
Experience: The position requires candidates to have an in-depth understanding of migration theories, policies, and trends at both national and international levels. Proven experience in analyzing the impact of emerging technologies, particularly AI, on labour markets and employment policies is crucial. Candidates should also have experience in evaluating national labour policies, including the integration of technology in workforce development and employment policies. Additionally, experience in designing and conducting surveys, interviews, and other data collection methods to gather insights from relevant stakeholders is necessary. The ability to develop high-quality reports, including drafting findings, analysis, and policy recommendations, is also essential. Experience working with international organizations and UN agencies is considered an advantage.
Languages: Candidates must have a good command of oral and written English or Russian. Proficiency in Kazakh is considered an advantage. The IOM's official languages are English, French, and Spanish, and proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. The ability to communicate effectively in the required languages is essential for the successful execution of the role.
Additional Notes: The consultancy position may require travel within Kazakhstan. The appointment is subject to funding confirmation and will require certification that the candidate is medically fit for appointment, as well as verification of residency, visa, and authorizations by the concerned government, where applicable. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan (CP) free of charge for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance for such cases.
