Job Overview:
The Project Officer will be responsible for overseeing the implementation of the 'Développement, Insertion et Renforcement des Compétences Techniques (DIRECT)' project in Guinea-Bissau. This role involves ensuring the project's objectives are met, particularly in advancing skills development and expanding access to Technical and Vocational Education and Training (TVET). The Project Officer will work closely with various stakeholders, including government ministries and educational institutions, to enhance the quality and reach of TVET programs, especially in rural areas. The position requires a proactive approach to mobilizing partnerships and resources, monitoring project progress, and reporting on outcomes. The Project Officer will also contribute to policy advice and technical assistance, ensuring that the project aligns with national priorities and UNESCO's broader educational goals.

Duties and Responsibilities:
The duties and responsibilities of the Project Officer include:
  • Implementing the DIRECT project in Guinea-Bissau, focusing on skills development and TVET access.
  • Organizing support activities for ministerial departments and TVET centers.
  • Preparing activity and progress reports as per specifications.
  • Mobilizing partners and developing financial partnerships.
  • Monitoring and evaluating project implementation and financial status.
  • Conducting regular meetings with stakeholders and preparing minutes and action plans.
  • Compiling quantitative and qualitative data for monitoring and evaluation.
  • Contributing to the communication and visibility plan of the project.
  • Disseminating project results through workshops and publications. 1
  • Providing technical assistance to stakeholders on training access and skills development. 1
  • Supporting the development of monitoring frameworks for project outcomes. 1
  • Mobilizing UNESCO entities for project support and sharing best practices regionally and internationally.

Required Qualifications:
The required qualifications for the Project Officer position include:
  • An advanced university degree (Masters or equivalent) in education, engineering, social sciences, or a closely related field.
  • A minimum of 4 years of progressively responsible professional experience in technical assistance and project implementation in education or skills development.
  • Experience with TVET, skills development, and lifelong learning issues.
  • Proven experience in implementing projects with government and civil society partners.
  • Excellent project management skills and the ability to coordinate complex projects.
  • Strong communication skills, both written and oral, and the ability to work in a multicultural environment.

Educational Background:
Candidates must possess an advanced university degree (Masters or equivalent) in fields such as education, engineering, social sciences, or closely related disciplines. Specialization in technical and vocational education and training, skills development, or related areas is highly desirable.

Experience:
Candidates should have a minimum of 4 years of relevant professional experience in technical assistance and project implementation, particularly in the field of education, training, or skills development. Experience in TVET and lifelong learning, as well as in working with government and civil society partners, is essential.

Languages:
Fluency in Portuguese (written and spoken) is mandatory, along with working proficiency in either French or English. Knowledge of additional languages may be considered an asset.

Additional Notes:
The position is a one-year contract with the possibility of extension based on funding availability and satisfactory performance. It is open to both internal and external candidates, but only nationals of Guinea-Bissau can apply. The annual salary for this position is approximately 19,150,000 CFA, and benefits may include annual leave, family allowances, medical insurance, and retirement plans.
