Job Overview:
The Program Specialist, Family Planning/Supply Chain Management Program Coordinator plays a crucial role in coordinating family planning strategies and technical services between the Country Office and the Ministry of Health. This position is responsible for maintaining strategic partnerships with international stakeholders and contributing to policy dialogue and advocacy for the operationalization of supply chain management guidelines. The specialist will also provide technical assistance for the effective implementation of free family planning services, mobilize domestic resources, and assist in managing innovations to address gaps in family planning services. The role requires ensuring synergy between reproductive health interventions and government frameworks, as well as leading the development and implementation of health systems strengthening plans.

Duties and Responsibilities:
  • Engage in policy dialogue and strategic advocacy for family planning, including mobilizing domestic and external resources. Prepare documentation for advocacy efforts, participate in donor meetings, and support the Ministry of Health in coordinating donor platforms.
  • Lead the implementation of the free family planning policy and coordinate the development of health systems strengthening initiatives with the Ministry of Health. Conduct strategic analyses of implementing partners' requests and guide their implementation.
  • Oversee the organization and execution of Last Mile Assurance activities, ensuring effective monitoring of supply chain management for reproductive health products.
  • Provide technical support for the revision of contraceptive procurement tables and the development of national supply plans for reproductive health products.
  • Ensure continuity of technical support for the e-SIGL digital platform for managing health product stocks in the private sector.
  • Analyze program progress, identify resource constraints, and propose corrective measures. Document best practices for communication purposes.
  • Assist in capacity-building objectives for actors involved in family planning programs and ensure technical updates for UNFPA team members and consultants.

Required Qualifications:
Candidates must possess a Master's degree in Public Health, Pharmacy, or Medicine, with proven experience in coordinating reproductive health programs and managing reproductive health supplies. A minimum of 5 years of professional experience in managing health programs and projects in either the public or private sector is required. Candidates should have a strong understanding of the national socio-cultural context regarding reproductive health and family planning, along with analytical and strategic thinking skills oriented towards Results-Based Management (RBM). Experience in leading teams and adapting to multicultural environments is essential, as well as a commitment to women's empowerment and gender equity.

Educational Background:
A Master's degree in Public Health, Pharmacy, or Medicine is required for this position. Candidates should have a strong academic background that supports their ability to manage and coordinate reproductive health programs effectively.

Experience:
The position requires at least 5 years of professional experience in managing health programs and projects, with a focus on reproductive health and family planning. Candidates should demonstrate a history of strategic responsibility in coordinating such programs and managing related supplies.

Languages:
A good command of spoken and written French is mandatory, while knowledge of English as a working language is desirable. Proficiency in both languages will enhance communication and collaboration with diverse stakeholders.
