Job Overview:
The Reporting Expert will play a crucial role within the Sustainable Energy Services for Education and Health in Afghanistan (SESEHA) Project, which aims to implement renewable energy and energy efficiency measures in public facilities to ensure the sustained delivery of essential services. The project commenced in January 2023 and is set to conclude in June 2028, targeting public health and educational facilities across 19 provinces. The Reporting Expert will be responsible for designing and implementing data collection and reporting protocols, monitoring data quality, and drafting various reports to track project progress against specific indicators. This position requires a proactive approach to support the project team in achieving its objectives, particularly in enhancing the delivery of essential services to vulnerable populations, including women and girls.

Duties and Responsibilities:
The Reporting Expert will undertake a variety of tasks, including:
  • Designing and implementing data collection and reporting protocols linked to project outcome indicators.
  • Supporting the team in monitoring data quality and tracking the progress of activities.
  • Performing field visits to ensure the quality of data gathered and verify reported data accuracy.
  • Drafting reports and analyzing data against indicators in the logical framework.
  • Interpreting implementation outcomes through data and providing recommendations.
  • Supporting the project team in drafting and implementing the M&E plan.
  • Drafting monthly, quarterly, biannual, and annual reports in compliance with financing agreements and donor requirements.
  • Continuously monitoring and updating project risk logs.
  • Assisting in monitoring milestones and key accomplishments. 1
  • Supporting the organization of special events such as donor engagement and evaluations. 1
  • Delivering effective external communication, including sharing success stories. 1
  • Conducting thorough analyses of the political, social, and economic situation in Afghanistan. 1
  • Maintaining strategic partnerships and supporting resource mobilization efforts. 1
  • Coordinating with clients, stakeholders, and UN agencies to ensure effective communication and collaboration. 1
  • Writing content for various communication platforms, including the UNDP website and newsletters.

Required Qualifications:
Candidates must possess strong analytical and reporting skills, with a proven ability to design and implement monitoring and evaluation frameworks. They should have experience in data collection and analysis, as well as excellent written and verbal communication skills. The ideal candidate will demonstrate adaptability and flexibility in a challenging work environment, with a commitment to promoting gender equality and women's empowerment. Familiarity with the UN system and development frameworks is highly desirable, along with the ability to work collaboratively in multidisciplinary teams.

Educational Background:
A bachelor's degree in social sciences, development studies, statistics, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset for this position.

Experience:
Candidates should have a minimum of 5 years of relevant professional experience in monitoring and evaluation, data analysis, or project management. Experience working in a development context, particularly in Afghanistan or similar environments, is highly advantageous. Familiarity with renewable energy projects and gender-responsive programming will be considered a plus.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages such as Dari or Pashto is highly desirable and will enhance communication with local stakeholders.

The successful applicant will be based in Kabul, living within a UN-protected compound, with accommodation provided by UNDP.
