Job Overview:
The Nuclear Security Officer (Convention on the Physical Protection of Nuclear Material) will play a crucial role in developing and implementing activities related to international nuclear security law, particularly focusing on the Convention on the Physical Protection of Nuclear Material (CPPNM) and its Amendment. This position involves planning and coordinating the IAEA's efforts to strengthen the international legal framework for nuclear security, ensuring that member states adhere to their obligations under the CPPNM. The officer will also facilitate international cooperation in nuclear security, working closely with various stakeholders, including international organizations and member states, to promote the universalization of the CPPNM and its Amendment. The role requires a proactive approach to developing training materials, conducting outreach, and managing projects that enhance nuclear security capabilities globally.

Duties and Responsibilities:
The Nuclear Security Officer will be responsible for a wide range of duties, including:
  • Developing, planning, and implementing activities to strengthen the international legal framework for nuclear security, particularly promoting the universalization and implementation of obligations under the CPPNM and its Amendment.
  • Creating technical, training, and outreach materials related to the international legal framework for nuclear security.
  • Coordinating the IAEA's response to requests for assistance regarding the ratification or implementation of obligations under the CPPNM and its Amendment.
  • Managing preparations for the five-yearly Review Conferences to review the A/CPPNM and serving as co-Scientific Secretary of the Conference.
  • Liaising and coordinating activities between the IAEA and other international organizations, initiatives, and states involved in nuclear security.
  • Assisting in the design and delivery of relevant projects included in the Integrated Nuclear Security Sustainability Plans (INSSP) for individual countries.
  • Analyzing input from INSSPs for structured planning of future projects related to the international legal framework for nuclear security.

Required Qualifications:
Candidates must possess a Bachelor's Degree in International Relations, Law, or a related field. A minimum of five years of experience in nuclear security-related activities is required, demonstrating knowledge of organizations and initiatives involved in nuclear security. Proven national experience in nuclear security concerning legal instruments within the international legal framework is essential. At least three years of experience working with international organizations on nuclear security matters is necessary. Candidates should have experience in drafting communications and policy notes for both internal and external audiences, as well as experience in planning and implementing training activities in nuclear security. Experience in project and quality management is also required, and familiarity with drafting, interpreting, or providing guidance around legal texts is advantageous. A good understanding of the challenges for implementing the IAEA's Nuclear Security Plan is desirable.

Educational Background:
A Bachelor's Degree in International Relations, Law, or a related area is mandatory for this position. Advanced degrees or specialized training in nuclear security or related fields may be considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The position requires at least five years of relevant experience in nuclear security activities, with a strong emphasis on understanding the international legal framework for nuclear security. Candidates should have a proven track record of working with international organizations and experience in drafting communications and policy documents. Experience in training and project management is also essential, as well as familiarity with the challenges faced in implementing nuclear security measures.

Languages:
Excellent oral and written command of English is mandatory for this position. Knowledge of other official IAEA languages, such as Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's competitiveness for the role.

Additional Notes:
The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $70,212, subject to mandatory deductions for pension contributions and health insurance. Additional benefits include a variable post adjustment, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks of annual leave, home leave travel, pension plan, and health insurance.
