Job Overview: The Regional Planning, Monitoring and Evaluation (PM&E) Adviser plays a crucial role in providing technical advice and quality assurance for results and evidence-based planning, monitoring, reporting, and evaluation within the region. This position involves overseeing the evaluation and results-based management functions, ensuring that all evaluation processes and products adhere to the UNFPA Evaluation Policy and quality standards. The adviser collaborates closely with the Independent Evaluation Office and the Programme Division to enhance the effectiveness of planning, monitoring, and reporting. The role emphasizes the importance of integrating evaluation findings into regional and country-level programming, promoting a culture of results-oriented management, and ensuring that UNFPA's strategic goals are met. The adviser is expected to lead capacity-building initiatives, develop tools and guidance for monitoring and evaluation, and disseminate knowledge and best practices across the region.
Duties and Responsibilities: The Regional PM&E Adviser is responsible for a wide range of duties, including:
Strategic Results Support: Contributing to the formulation of the Regional Programme based on evaluative evidence, ensuring the integration of evaluation findings into programming, and providing support for planning, monitoring, and reporting of regional and country programmes.
Capacity Development: Conducting capacity-building initiatives and workshops, ensuring PM&E officers are knowledgeable about UNFPA policies, and contributing to the development of training materials.
Evidence and Knowledge Development: Analyzing and disseminating knowledge on best practices in planning, monitoring, and evaluation, and ensuring that lessons learned are incorporated into strategies and policies.
Oversight and Technical Support: Advising on planning and funding for evaluations, supporting the development of evaluation capacities, and leading the implementation of the regional evaluation strategy.
Additional Duties: Carrying out any other responsibilities as required by UNFPA leadership, ensuring timely and quality support to country offices, and monitoring the implementation of evaluation plans.
Required Qualifications: Candidates must possess a Master's degree (or equivalent) in public health, social science, demography, gender, economics, international relations, international development, public administration, management, or a related field. Additional training in monitoring and evaluation is considered an asset. Candidates should have at least 10 years of progressively responsible professional experience in international development, with a minimum of five years at the international level. Relevant experience in managing complex evaluations, strong leadership skills, and a proven ability to produce high-quality evaluations are essential. Knowledge of global and regional geopolitical issues relevant to UNFPA's mandate, as well as methods and techniques for international planning, monitoring, and evaluation, is required. Excellent communication, analytical, and organizational skills are also necessary.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in a relevant field such as public health, social science, demography, gender, economics, international relations, international development, public administration, or management. Additional training in monitoring and evaluation is advantageous and can enhance a candidate's qualifications for the role.
Experience: Candidates should have a minimum of 10 years of increasingly responsible professional experience in international development, with at least five years at the international level. They must have relevant experience in managing complex evaluations at the regional, country, or programme level, including inter-agency and joint evaluations. A strong track record of innovative leadership in managing evaluations and producing high-quality results is essential. Experience in the United Nations or other multilateral organizations, as well as fieldwork experience, is highly desirable.
Languages: Fluency in English is mandatory, while knowledge of other official UN languages, particularly Arabic and/or French, is desirable. Proficiency in these languages can enhance communication and collaboration within the organization and with partners.
