Job Overview:
The Programme Manager [Counter-Terrorism Digital Forensics Expert] will provide high-level technical expertise to assist Member States in conducting digital forensics related to counter-terrorism. This role involves undertaking missions to assess the capacity-building needs of national entities, developing recommendations for improving evidence collection and case management, and designing and delivering technical assistance activities. The incumbent will also provide advisory services to strengthen the operational capabilities of national entities in charge of digital forensics, facilitate cooperation among organizations, and ensure compliance with international legal standards. The position requires the preparation of high-quality written outputs and the integration of human rights issues and gender perspectives into the work.

Duties and Responsibilities:
  • Conduct missions and consultations with Member States to assess their digital forensics capacity-building needs.
  • Develop recommendations for improving evidence collection and case management procedures.
  • Design and deliver technical assistance activities related to digital evidence collection and preservation.
  • Provide advisory and mentorship services to national entities on digital forensics.
  • Advise on the establishment of digital forensics laboratories, including infrastructure and equipment procurement.
  • Facilitate information-sharing and cooperation on digital forensics among various organizations.
  • Advise on the development of Standard Operating Procedures for digital evidence handling.
  • Prepare high-quality written outputs, including analyses and training materials.
  • Ensure integration of human rights issues and gender perspectives in all work.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Digital Forensics, Computer Science, Cybersecurity, or a related field with ten years of relevant experience, or a first-level university degree (Bachelor’s or equivalent) with twelve years of relevant experience. Relevant experience includes digital forensics related to counter-terrorism and complex investigations, as well as experience in conducting digital investigations and delivering capacity-building activities.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in Digital Forensics, Computer Science, Cybersecurity, or a related field is required. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) is acceptable with additional years of experience.

Experience:
Candidates should have at least ten years of relevant experience if holding a Master’s degree, or twelve years if holding a Bachelor’s degree. Experience must include digital forensics related to counter-terrorism, transnational organized crime, and conducting digital investigations. Experience in delivering training courses in digital forensics is also required.

Languages:
Fluency in English (both oral and written) is mandatory. Fluency in Arabic, French, Russian, or Spanish is considered an asset.

Additional Notes:
The contract type is an International Individual Contractor Agreement (IICA) under a retainer modality, with a contract level of IICA-
  • The contract duration is until December 2025, with the possibility of extension based on performance and funding availability. The duty station is home-based, with potential field deployments. The retainer contract will specify a unit price per day worked, and payment will be made only after work completion.
