The position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Officer include:
Supporting CCAC governance bodies through research on SLCPs, including data collection and analysis.
Providing substantive support for policy coordination and evaluation functions, analyzing emerging issues related to SLCPs.
Contributing to the preparation of written outputs such as background papers, analytical notes, and reports.
Offering administrative and substantive support for CCAC meetings, including logistics and document preparation.
Engaging in outreach activities and developing training workshops or seminars.
Participating in field missions and providing support for data collection.
Analyzing data trends and providing insights through data visualization methods.
Performing other duties as required to support the objectives of the CCAC.
Required Qualifications: The required qualifications for the Programme Management Officer position include a strong understanding of project management methods and techniques, particularly in relation to climate and clean air issues. The candidate should possess technical knowledge of short-lived climate pollutants and their sources, as well as experience in partnership management and stakeholder communication. The ability to analyze and interpret data for decision-making is essential, along with a commitment to gender perspectives and equal participation in all areas of work.
Educational Background: Candidates must have an advanced university degree (Master’s degree or equivalent) in fields such as international relations, business administration, public administration, management, economics, environmental studies, sustainable development, or a related area. Alternatively, a first-level degree (Bachelor's degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics or related fields is also desirable.
Experience: A minimum of two years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience working with international partnerships is essential, and at least one year of experience in climate change or air quality-related development projects is desirable. Familiarity with the policies and processes of international agencies and financing institutions is also beneficial, as is experience in data analytics or related areas.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also required, and proficiency in another UN official language is considered desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, and understanding), while knowledge is rated as 'confident' in two of the four areas.
Additional Notes: The appointment for this position is for an initial period of one year, with the possibility of extension based on the continued existence of the mandate and availability of funding. The selected candidate will receive a fixed-term appointment limited in accordance with UN administrative instructions. The position is subject to the authority of the Secretary-General, and staff members are expected to move periodically to new functions in their careers.
