Job Overview:
The Deputy Team Lead (DTL) will play a crucial role in the anticipated Market System Development (MSD) programme in Zambia, which aims to enhance the productivity and competitiveness of micro, small, and medium-sized enterprises in the agricultural sector. This position involves providing technical and operational management to ensure that the programme meets its targets and deliverables efficiently and effectively. The DTL will work closely with the Team Lead (TL) to shape the strategic vision of the programme, focusing on policy and stakeholder engagement. The DTL will also act as the Team Lead in their absence, representing the programme to various stakeholders, including donors and government entities. The role requires a proactive approach to identifying new programme adaptations and ensuring that the programme is responsive to the needs of the communities it serves.

Duties and Responsibilities:
The DTL will be responsible for a wide range of duties, including supporting the TL in developing the programme's vision and strategy, overseeing technical and operational management across target sectors, and ensuring compliance with donor regulations. The DTL will drive stakeholder engagement and policy analysis to support enabling environment reforms, manage the programme's activities to ensure timely implementation, and integrate rights-based approaches and gender sensitivity into all activities. Additionally, the DTL will oversee the programme team, provide mentorship, and promote a culture of collaboration and learning. Financial management and compliance will also be key responsibilities, ensuring effective use of resources and transparent reporting. The DTL will represent Mercy Corps at various events and coordinate activities with partners and local government, while also prioritizing the safety and security of team members.

Required Qualifications:
Candidates must possess a Master's degree or equivalent experience in Market Systems Development (MSD) or a related field. Strong leadership and management skills are essential, along with the ability to engage effectively with a diverse range of stakeholders. The ideal candidate should have a deep understanding of market systems and the agricultural sector, as well as experience in programme management and implementation. Excellent communication and interpersonal skills are necessary to foster collaboration and build relationships with team members and external partners. A commitment to gender equality and the ability to integrate gender-sensitive approaches into programme activities are also required.

Educational Background:
A Master's degree in Market Systems Development (MSD), international development, economics, or a related field is required. Equivalent experience may be considered in lieu of formal education. Candidates should have a strong academic background that supports their understanding of market systems and development principles.

Experience:
The position requires significant experience in programme management, particularly in the context of market systems development. Candidates should have a proven track record of successfully managing complex programmes, ideally in the agricultural sector or related fields. Experience working with diverse stakeholders, including government agencies, NGOs, and community organizations, is essential. The ability to adapt to changing contexts and respond to community needs is also critical, along with experience in financial management and compliance with donor regulations.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and with stakeholders. Knowledge of local languages spoken in Zambia would be advantageous, as it would facilitate better engagement with community members and beneficiaries.

Additional Notes:
This position is full-time and based in Lusaka, Zambia. The Deputy Team Lead will work closely with the Team Lead and other programme staff, and will be expected to contribute to organizational learning initiatives. The role may involve travel within Zambia to engage with stakeholders and monitor programme implementation. Compensation and benefits will be commensurate with experience and in line with Mercy Corps' policies.
