Job Overview:
The Danish Refugee Council is seeking a consultant to lead the evaluation process of its EU project titled 'Fostering Green Growth for the Most Vulnerable in Jordan through Improved Resource Management and Green Job Opportunities.' The consultant will conduct a comprehensive review and analysis of the project based on OECD-DAC criteria, which includes overseeing data collection, conducting trend analysis, and reporting on outcomes. The consultant will also identify both unintended negative and positive effects of the project, as well as lessons learned and best practices. This project is designed to respond to the European Union's initiative for green innovation projects aimed at developing a sustainable post-COVID-19 economy in Jordan, particularly in the context of the Syrian crisis. The consultant's role is crucial in evaluating the project's effectiveness and sustainability, ensuring that the most vulnerable populations in Jordan can contribute to green growth through improved resource management and job opportunities.

Duties and Responsibilities:
The consultant will be responsible for conducting a desk review of all relevant project documents, including the project proposal, logframe, technical SOPs, and monitoring data. They will summarize the project's achievements and lessons learned, and develop an inception report that outlines the evaluation methodology, sampling strategy, and potential data limitations. The consultant will oversee the data collection process, ensuring that all tools are translated and that the data collection team is trained effectively. They will manage the data collection process, ensuring adherence to ethical standards and quality assurance. After data collection, the consultant will draft an evaluation report, incorporating feedback from DRC staff, and present the findings in a validation workshop. The final evaluation report must include key findings, best practices, lessons learned, and recommendations, along with case studies as annexes.

Required Qualifications:
The ideal candidate should possess a strong background in evaluation methodologies, particularly in humanitarian or development contexts. They should have experience with OECD-DAC evaluation criteria and be proficient in both qualitative and quantitative data collection methods. Strong analytical skills and the ability to synthesize complex information into clear reports are essential. The consultant should also have excellent communication skills, both written and verbal, and be able to engage with diverse stakeholders, including vulnerable populations, project staff, and government officials.

Educational Background:
A master's degree in social sciences, international development, evaluation, or a related field is required. Additional certifications in evaluation methodologies or project management would be advantageous. The consultant should have a solid understanding of the humanitarian context in Jordan and the challenges faced by refugees and vulnerable populations.

Experience:
The consultant should have a minimum of 5 years of experience in conducting evaluations, particularly in the humanitarian or development sectors. Experience working with international organizations, especially in the context of refugee assistance and green growth initiatives, is highly desirable. Familiarity with the Jordanian context and the specific challenges related to the Syrian crisis will be beneficial.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Arabic is highly desirable, as it will facilitate communication with local stakeholders and beneficiaries.

Additional Notes:
The consultancy is expected to last from May 1, 2023, to April 30, 2025, aligning with the project duration. The consultant will work on a contractual basis, and the position may require travel to various project sites in Irbid, Madaba, and Azraq Camp. Compensation will be commensurate with experience and qualifications, and DRC will cover all expenses related to data collection, including training workshops and enumerator payments.
