Job Overview:
The ICLA Programme Development Manager will play a crucial role in the design, development, and implementation of the ICLA programme, which aims to represent the interests of individuals affected by displacement. This position requires a highly qualified, resilient, and dynamic individual who can lead the development of high-quality, evidence-based project proposals and budgets for new projects or extensions of existing projects. The manager will collaborate closely with the Head of Program and Area Managers to ensure that the ICLA programme effectively enables individuals to claim and enjoy their legal rights, thereby reducing their exposure to protection risks. The role also involves overseeing the management of ICLA projects, ensuring alignment with NRC's project management cycle, and maintaining high standards in reporting and implementation.

Duties and Responsibilities:
The ICLA Programme Development Manager will be responsible for leading the development of project proposals and budgets, ensuring they are evidence-based and of high quality. The manager will support the development and implementation of ICLA assessments, integrating ICLA questions into assessments of other core competencies to inform programme development and advocacy strategies. Effective management of ICLA projects is essential, which includes maintaining high standards in reporting, ensuring timely and on-budget implementation, and providing technical support and guidance to field-based ICLA staff. The manager will also ensure adherence to financial and logistical procedures, timely development and submission of procurement and recruitment plans, and maintain communication with relevant support colleagues.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in a senior-level project implementation position within a humanitarian or recovery context. Experience in complex and volatile environments is essential, along with technical protection expertise and documented results related to the responsibilities of the position. Candidates should have a strong understanding of their own leadership skills and profile, and fluency in both Spanish and English (written and verbal) is highly recommended. Professional experience in protection programming and working with vulnerable populations, including victims of conflict and violence, is also required. Additionally, candidates should have experience in budget management and technical report writing.

Educational Background:
A university degree in social sciences, social work, psychology, protection, or related fields is required for this position. This educational background will provide the necessary foundation for understanding the complexities of the ICLA programme and the needs of the populations served.

Experience:
The position requires a minimum of 3 years of relevant experience in a senior-level project implementation role, particularly in humanitarian or recovery contexts. Candidates should demonstrate experience working in complex and volatile environments, showcasing their ability to adapt and respond to challenging situations effectively.

Languages:
Fluency in Spanish and English is mandatory for this position, both in written and verbal communication. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse populations and stakeholders.

Additional Notes:
The duty station for this position is either Maracaibo or Puerto Ordaz, Venezuela. The contract is a national contract for 6 months, with the possibility of extension. The role may require travel of up to 40% to various states and areas where NRC operates, and candidates should be willing to spend nights in the field as necessary. The salary and benefits are based on grade 9 of NRC’s regional salary scale, which includes accompanying terms and conditions.
