Job Overview:
The Area Programme Manager (APM) plays a crucial role in overseeing the NRC's operations in the West Bank Area Office. This position is responsible for ensuring that the programs are strategically directed and of high quality, while also monitoring the integrated programs within the Area Office. The APM will manage a team of Core Competency Project Managers and Coordinators, providing them with the necessary support and guidance on various aspects of project implementation, including work plans, budget management, and reporting. The APM will also be involved in the development of strategic plans and technical standard operating procedures (SOPs) for the West Bank office, ensuring that the programs are responsive to the needs of the community and adhere to donor standards. The role requires a hands-on approach to project management, with a focus on capacity building for staff and ensuring compliance with NRC policies and procedures.

Duties and Responsibilities:
The duties and responsibilities of the Area Programme Manager include:
  • Contributing to the development of strategic plans and technical SOPs for the West Bank office.
  • Line managing Core Competency Project Managers and Coordinators, providing implementation support and guidance.
  • Ensuring program support to integrated programs and maintaining technical quality in the Area Office.
  • Overseeing the completion of various projects within the area, ensuring they are delivered on time and within budget.
  • Ensuring compliance with NRC policies, donor standards, and effective grant management.
  • Promoting and driving integrated multi-sectoral programs and cross-sectorial exchange of lessons learned.
  • Identifying funding opportunities and contributing to the development of funding strategies and project proposals.
  • Supporting the capacity building of all program staff in the area.
  • Representing NRC in sectorial coordination, clusters, and working group meetings as required. 1
  • Ensuring that projects target beneficiaries most in need of protection and exploring new ways to assist them.

Required Qualifications:
The position requires a minimum of a Bachelor's degree in a relevant field, with a Master's degree preferred. Candidates must have at least 5 years of experience in a management position within a humanitarian or recovery context, demonstrating experience in conducting needs assessments, project monitoring and evaluation, and program development. Knowledge of the Palestinian context and experience in emergency response programming are essential. Candidates should also have experience in community-based and participatory design" style="border-bottom: 1px dotted #007bff !important;">program design and planning approaches, as well as a strong understanding of donor requirements and compliance rules. Excellent proposal writing skills and fluency in English, both written and verbal, are mandatory.

Educational Background:
Candidates must possess a minimum of a Bachelor's degree in a relevant field of study. A Master's degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in humanitarian work.

Experience:
The ideal candidate should have a minimum of 5 years of experience in a management role within a humanitarian or recovery context. This experience should include demonstrated capabilities in conducting needs assessments, project monitoring and evaluation, and program development. Candidates should also have experience in setting up programs from scratch and managing them effectively, particularly in complex and volatile environments.

Languages:
Fluency in English is mandatory, both written and verbal. Knowledge of additional languages relevant to the region may be considered an asset, although English proficiency is the primary requirement for this position.

Additional Notes:
The duty station for this position is in the West Bank, Palestine, with a fixed-term contract of 12 months, subject to renewal based on performance, availability of funds, and the ongoing need for the position. The role may require travel within the West Bank areas of operation, estimated at 20%. NRC offers a competitive salary and benefits package, classified as Grade 9 on NRC’s salary scale.
