Job Overview:
The ICT Officer plays a crucial role in enhancing the operational efficiency of humanitarian programs through effective use of communication technologies. Under the supervision of the ICT Manager, the officer is responsible for training staff on ICT tools, troubleshooting technical issues, managing ICT assets, and implementing best practices. This position is essential for driving digital transformation initiatives that improve program delivery and operational effectiveness in challenging humanitarian settings. The ICT Officer will also handle local flight ticket bookings, ensuring smooth travel arrangements for staff and cargo. The role requires collaboration with various internal departments, field teams, suppliers, and partners to align ICT activities with the organization's mission objectives, ensuring compliance and effective resource management.

Duties and Responsibilities:
The ICT Officer's duties include maintaining secure and efficient IT systems and networks across country and field offices, implementing robust cybersecurity measures, providing technical support and training to staff, integrating technology into humanitarian programs, overseeing procurement and maintenance of IT assets, and coordinating local flight bookings. Specific responsibilities include assisting in the maintenance of IT infrastructure, supporting cybersecurity policy implementation, providing first-level technical support, adopting digital tools for operational efficiency, maintaining an inventory of IT assets, and processing flight tickets for passengers and cargo. The officer will also monitor IT system performance, conduct basic security audits, and assist in developing IT training programs to enhance digital literacy among staff.

Required Qualifications:
Candidates must possess a BSC Degree in Computer Science, Industrial System Engineering, or Information Technology. Additionally, a minimum of 3 years of relevant work experience is required, along with certifications related to software and hardware systems. The ideal candidate should demonstrate strong technical skills in various software applications, a responsible attitude, and a mature understanding of the nature of the work. Excellent communication skills and the ability to work under pressure and during irregular hours are essential for success in this role.

Educational Background:
A Bachelor of Science (BSC) degree in Computer Science, Industrial System Engineering, or Information Technology is required for this position. This educational background provides the foundational knowledge necessary for understanding complex IT systems and their applications in humanitarian settings.

Experience:
The position requires a minimum of 3 years of relevant work experience in the field of information and communication technology. This experience should include hands-on involvement with IT infrastructure management, technical support, and training, as well as familiarity with cybersecurity practices and data protection measures. Candidates with experience in humanitarian or development contexts will be preferred, as they will have a better understanding of the unique challenges faced in these environments.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external stakeholders. Knowledge of additional languages relevant to the region may be considered an asset, enhancing communication with local partners and communities.

Additional Notes:
This position is full-time and requires regular attendance at the office, with the expectation of working at least five days per week. The ICT Officer must be available to work outside normal office hours or on weekends as required. The role involves travel for standard domestic and international business purposes, which may expose the employee to precarious settings and basic living conditions.
