Job Posting Organization:
The United Nations Office for Disaster Risk Reduction (UNDRR) was established in December 1999 and serves as the designated focal point within the United Nations system for coordinating efforts to reduce disaster risks. The organization aims to ensure synergies among disaster reduction activities across the United Nations and regional organizations, addressing both developed and developing countries. UNDRR is led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction and has a workforce of over 150 staff members located at its headquarters in Geneva, Switzerland, as well as in various regional offices. The organization plays a crucial role in guiding, monitoring, analyzing, and reporting on the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, while also supporting regional and national efforts to catalyze action and raise global awareness about disaster risk reduction. UNDRR collaborates with UN Member States and a wide range of partners, including civil society, the private sector, parliamentarians, and the scientific community, to achieve its mission.

Job Overview:
The Consultant will play a pivotal role in integrating key global and regional processes and frameworks into the AADMER Work Programme for 2026-203
  • This position involves the development of a comprehensive monitoring framework to assess the progress and impact of the AADMER Work Programme, ensuring alignment with the Sendai Framework and other relevant international agreements. The consultant will work closely with the ASEAN Secretariat and will be responsible for synthesizing outcomes from various frameworks, including the Midterm Review of the Sendai Framework, the Gender Action Plan, and the Early Warning for All Initiative. The consultant will also be tasked with ensuring that the AADMER Work Programme is responsive to the evolving challenges posed by disaster risks in the region, particularly in light of the 2030 Agenda for Sustainable Development and related frameworks. The position is home-based and requires collaboration with various stakeholders to ensure the successful development and implementation of the work programme.

Duties and Responsibilities:
The Consultant will be responsible for the following duties:
  • Integrate relevant outcomes from the Midterm Review of the Sendai Framework and its political declaration into the AADMER Work Programme.
  • Incorporate key elements of the Gender Action Plan to support the implementation of the Sendai Framework for Disaster Risk Reduction.
  • Align the AADMER Work Programme with the outcomes of the Asia Pacific Ministerial Conference for Disaster Risk Reduction (APMCDRR) and the Global Platform for Disaster Risk Reduction (GPDRR).
  • Develop a monitoring and evaluation framework to assess the progress and impact of the AADMER Work Programme, ensuring it aligns with the Sendai Framework and other relevant indicators.
  • Collaborate closely with the ASEAN Secretariat and other stakeholders to ensure the AADMER Work Programme is comprehensive and effective in addressing disaster risk reduction in the region.
  • Provide expert advice and recommendations based on best practices and lessons learned from disaster risk reduction efforts in ASEAN countries.
  • Prepare reports and documentation as required to communicate progress and findings to relevant stakeholders.

Required Qualifications:
The position requires a first-level university degree in disaster management, political science, development studies, economics, or related fields. Additionally, candidates must possess at least 10 years of experience in disaster risk reduction, sustainable development, climate change adaptation, or related areas. Experience working specifically in disaster risk reduction within ASEAN countries is highly desirable, as is experience in the development of disaster risk reduction policies in the ASEAN region. Candidates should demonstrate a strong understanding of the complexities and challenges associated with disaster risk management in diverse contexts.

Educational Background:
Candidates must hold a first-level university degree in a relevant field such as disaster management, political science, development studies, economics, or other related areas. This educational background is essential for understanding the theoretical and practical aspects of disaster risk reduction and sustainable development.

Experience:
The position requires a minimum of 10 years of professional experience in disaster risk reduction, sustainable development, climate change adaptation, or related fields. Candidates with experience specifically in ASEAN countries and in the development of disaster risk reduction policies will be given preference. This level of experience is crucial for effectively navigating the complexities of disaster management and for contributing to the development of the AADMER Work Programme.

Languages:
Fluency in English is mandatory for this position, as effective communication is essential for collaboration with various stakeholders and for the preparation of reports and documentation. Proficiency in additional languages relevant to the ASEAN region may be considered an asset but is not required.

The position is home-based and is expected to last for a duration of 7 months. The consultant will work under the supervision of the Deputy Chief of the UNDRR Regional Office for Asia and the Pacific.
