Job Overview:
The Director of the Regional Office for Latin America and the Caribbean (LACRO) plays a pivotal role in shaping the strategic vision and direction of UNFPA's work in the region. Reporting directly to the Deputy Executive Director for Programme, the Director is a key member of the Executive Committee and is responsible for providing leadership and guidance on all matters related to the region. This position requires a deep understanding of the political, social, and economic landscape of Latin America and the Caribbean, as well as the ability to advocate for the ICPD goals at high policy levels. The Director ensures that the Regional Office fulfills its terms of reference by leading strategic positioning, advocating for political and financial support, overseeing policy support and operations, and strengthening country offices and UN Country Teams. The role demands a commitment to ethical standards and the ability to inspire and motivate a diverse team to achieve high-impact results.

Duties and Responsibilities:
The Director's responsibilities encompass a wide range of strategic, programmatic, and operational tasks. Key duties include:
  • Providing continuous feedback and advice to the Executive Director on regional political, economic, and social trends.
  • Leading the development and implementation of regional strategies and work plans.
  • Ensuring high-quality integrated program and technical support to country offices.
  • Advocating for the ICPD agenda and representing UNFPA in regional and international forums.
  • Overseeing the implementation of regional and country programs, ensuring alignment with priorities.
  • Managing resources effectively, including proposing annual allocations and mobilizing additional financial resources.
  • Establishing partnerships and networks within the region to enhance collaboration and support.
  • Upholding standards for recruitment and fostering a positive work environment that encourages team-building and staff development.
  • Ensuring compliance with audit recommendations and accountability for results. 1
  • Carrying out any other duties as required by the Executive Director.

Required Qualifications:
Candidates must possess an advanced degree, preferably a PhD, in fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration. Additionally, candidates should demonstrate a strong commitment to UNFPA's mission and values, including integrity, cultural diversity, and change management. Proven leadership skills, the ability to motivate diverse teams, and a deep understanding of the development landscape in Latin America and the Caribbean are essential. Excellent communication skills in both English and Spanish are mandatory, with knowledge of French and/or Portuguese considered an asset.

Educational Background:
An advanced degree (preferably PhD) in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration is required for this position. This educational background is crucial for understanding the complexities of population and development issues at an international level and for effectively leading UNFPA's initiatives in the region.

Experience:
Candidates should have over 15 years of progressively responsible professional experience in public administration and international development, with at least 10 years in the field of population and development at the international level. A strong track record of leadership in development programs, along with field experience, is essential. Candidates must also possess a deep understanding of the political, social, and economic landscape of Latin America and the Caribbean, as well as the ability to lead and motivate a diverse team to achieve demonstrable results.

Languages:
Fluency in English and Spanish is required for this position. Knowledge of French and/or Portuguese would be considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and partners in the region.

Additional Notes:
This position is a fixed-term appointment for a duration of five years, with the possibility of extension for a maximum of one additional year at the discretion of the Executive Director. Candidates selected for positions with term limits will receive fixed-term appointments, and there is no expectancy of renewal.
