Job Overview: The Associate for Public-Private Partnership (PPP) Project Preparation plays a crucial role in supporting the delivery of PPP projects in the Eurasia region. This position involves assisting the Associate Director or Principal in managing advisory mandates for the preparation of PPP projects that benefit public sector clients. The Associate will engage in evaluating proposals from public sector clients, facilitating the selection of external consultants, and monitoring their work to ensure compliance with contractual obligations. The role requires effective communication with various stakeholders, including public clients and consultants, to ensure that all PPP projects are delivered on time and meet quality standards. The Associate will also contribute to the preparation of infrastructure projects by leveraging their knowledge and expertise in PPPs, ensuring that projects are aligned with EBRD's strategic objectives and policies.
Duties and Responsibilities: The Associate will be responsible for a wide range of duties, including but not limited to: assisting the Line Manager in overseeing the region's project pipeline; communicating daily with public clients regarding project development; preparing concept notes and Terms of Reference for external consultants; leading the selection process for consultants in collaboration with the EBRD Procurement Department; managing consultants throughout the project preparation process; coordinating with the EBRD PPP Advisory Unit to ensure project outcomes align with the Contribution Agreement; reviewing feasibility studies and PPP structuring documents; providing input into project design and development; monitoring project implementation and addressing potential risks; preparing reports for public clients and internal stakeholders; coordinating visibility activities for donor projects; and taking ownership of projects, potentially acting as Operational Leader for multiple projects under supervision.
Required Qualifications: Candidates must possess proven experience in Public-Private Partnerships (PPPs), particularly in advisory roles related to PPP transactions. A minimum of three years of relevant experience in the infrastructure sector is required, with a focus on areas such as roads, rail, municipal utilities, and social infrastructure. Familiarity with the infrastructure lifecycle and project management principles is essential. Strong organizational and administrative skills, along with attention to detail, are necessary for success in this role. Candidates should also demonstrate excellent communication skills, both written and verbal, and the ability to engage effectively with various stakeholders at different levels.
Educational Background: A Master's degree in a relevant field is required, with a strong preference for candidates who have completed their education in the country of application. The educational background should provide a solid foundation in project management, finance, or a related discipline, equipping candidates with the necessary skills to navigate the complexities of PPP projects.
Experience: Candidates should have a minimum of three years of meaningful experience in PPPs, with a demonstrated track record of managing projects within the infrastructure sector. Experience working with banks, large advisory firms, or international finance institutions is highly advantageous. Proven project management skills, including the ability to lead teams and manage project cycles effectively, are critical for this position.
Languages: Proficiency in Russian or Uzbek and English is mandatory for this role. Candidates should be able to communicate effectively in these languages, both verbally and in writing, to engage with stakeholders across Central Asia.
