Job Overview:
The position of National Consultant for Mid-Term Evaluation of the Thalassia Project involves assessing the project's progress and effectiveness in achieving its objectives. The consultant will be responsible for conducting a comprehensive evaluation that includes analyzing project implementation, outcomes, and impacts. This role requires a deep understanding of the project's goals and the context in which it operates. The consultant will work closely with UNDP and project stakeholders to gather data, conduct interviews, and review project documentation. The evaluation aims to provide actionable recommendations to enhance project performance and inform future initiatives. The consultant is expected to deliver a detailed report summarizing findings and recommendations by the end of the assignment period.

Duties and Responsibilities:
  • Conduct a thorough evaluation of the Thalassia Project, focusing on its objectives, implementation strategies, and outcomes.
  • Collect and analyze qualitative and quantitative data from various sources, including project reports, stakeholder interviews, and field visits.
  • Collaborate with project staff and stakeholders to understand the project's context and challenges.
  • Prepare a comprehensive evaluation report that includes findings, conclusions, and recommendations for improvement.
  • Present evaluation results to UNDP and relevant stakeholders, facilitating discussions on the implications of the findings.
  • Ensure that the evaluation process adheres to UNDP's evaluation standards and guidelines.
  • Provide feedback and insights to enhance the project's future phases based on evaluation outcomes.

Required Qualifications:
  • Proven experience in conducting evaluations, particularly in the context of international development projects.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Familiarity with UNDP's operational procedures and evaluation frameworks is an asset.
  • Excellent communication skills, both written and verbal, in Spanish and English.
  • Ability to work independently and manage time effectively to meet deadlines.
  • Strong interpersonal skills to engage with diverse stakeholders and facilitate discussions.

Educational Background:
A Master's degree in a relevant field such as social sciences, international development, public administration, or a related discipline is required. Additional certifications in project evaluation or monitoring and evaluation methodologies would be advantageous.

Experience:
A minimum of 5 years of professional experience in project evaluation, monitoring, or related fields is required. Experience working with UN agencies or similar organizations is preferred. The consultant should have a track record of successfully completing evaluations and providing strategic recommendations based on findings.

Languages:
Fluency in Spanish is mandatory, as the evaluation will involve working with local stakeholders and reviewing documents in Spanish. Proficiency in English is also required to ensure effective communication with UNDP and international partners. Knowledge of additional languages relevant to the local context may be considered an asset.

Additional Notes:
The assignment period is for 27 effective days between March and May 202
  • This is a consultancy position under the Individual Contractor procurement process. The consultant will be expected to submit their proposal through the UNDP Quantum supplier portal by the specified deadline. The position is part-time, and the consultant will work remotely, with potential field visits as required. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's guidelines.
