Job Overview:
The position involves working on the Court Personnel Capacity Building Initiatives, which are designed to enhance the capabilities of court personnel in Jamaica. The consultant will be engaged for a total of 50 working days over a period of four months, starting in March 202
  • The role requires the consultant to develop and implement strategies that will improve the efficiency and effectiveness of court operations. This includes assessing current capacities, identifying gaps, and providing training and resources to court personnel. The consultant will also be responsible for monitoring and evaluating the impact of the initiatives, ensuring that they align with the broader goals of the UNDP and the Jamaican judicial system.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current capacities of court personnel in Jamaica.
  • Identify gaps in skills and knowledge that hinder effective court operations.
  • Develop tailored training programs and materials to address identified gaps.
  • Facilitate training sessions and workshops for court personnel.
  • Collaborate with stakeholders, including judicial authorities and other relevant organizations, to ensure alignment of initiatives with national priorities.
  • Monitor and evaluate the effectiveness of capacity-building initiatives, providing feedback and recommendations for improvement.
  • Prepare detailed reports on the progress and outcomes of the initiatives, including lessons learned and best practices.
  • Engage in continuous communication with UNDP and other partners to ensure transparency and collaboration throughout the project.

Required Qualifications:
  • Proven experience in capacity building and training within the judicial or legal sector.
  • Strong understanding of court operations and the challenges faced by court personnel.
  • Excellent facilitation and communication skills, with the ability to engage diverse stakeholders.
  • Experience in developing training materials and conducting workshops.
  • Strong analytical skills to assess needs and evaluate program effectiveness.
  • Ability to work independently and manage multiple tasks effectively.

Educational Background:
A minimum of a Master’s degree in Law, Public Administration, or a related field is required. Additional certifications in training and capacity building are highly desirable. A strong academic background in judicial processes and legal frameworks will be an advantage.

Experience:
At least 5 years of relevant experience in capacity building, training, or consultancy within the judicial or legal sector is required. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is preferred. Familiarity with the Jamaican legal system and court operations will be considered an asset.

Languages:
Fluency in English is mandatory. Knowledge of additional languages, particularly Spanish or French, would be considered an asset but is not required.

  • This position is classified as an individual contractor role, which may involve flexible working hours. The consultant will be expected to submit proposals directly through the UNDP supplier portal, and all communications regarding the tender must be conducted through the portal's messaging functionality. Compensation details will be discussed during the negotiation phase.
