Job Overview:
The position involves conducting a Terminal Evaluation (TE) of the SMARTEN Project in Nauru. The primary function of this role is to assess the project's achievements against its expected outcomes, providing a comprehensive evaluation that will inform future UNDP programming. The evaluation will focus on the sustainability of the project's benefits and will draw lessons learned to enhance future initiatives. The TE report is crucial for promoting accountability and transparency within the UNDP framework, ensuring that stakeholders are informed about the project's accomplishments and areas for improvement. The assignment is expected to last for a period of 3.5 months, during which the contractor will engage with various stakeholders, collect data, and analyze project outcomes.

Duties and Responsibilities:
  • Conduct a thorough assessment of the SMARTEN Project's objectives and outcomes, comparing them with the initial project goals.
  • Gather and analyze qualitative and quantitative data from project stakeholders, including beneficiaries, partners, and UNDP staff.
  • Prepare a comprehensive Terminal Evaluation report that outlines findings, conclusions, and recommendations for future projects.
  • Facilitate stakeholder consultations and interviews to gather insights and feedback on the project's implementation and impact.
  • Ensure that the evaluation process adheres to UNDP's evaluation standards and guidelines.
  • Present findings to UNDP and other relevant stakeholders, highlighting key lessons learned and best practices.
  • Provide recommendations for improving the sustainability of project benefits and enhancing future UNDP programming.

Required Qualifications:
  • Proven experience in conducting evaluations of development projects, preferably within the UN system or similar international organizations.
  • Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with UNDP's policies and procedures related to project evaluation and management.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A master's degree in a relevant field such as international development, public administration, social sciences, or a related discipline is required. Additional certifications in project management or evaluation methodologies would be an asset.

Experience:
A minimum of 5 years of professional experience in project evaluation, monitoring and evaluation (M&E), or related fields is required. Experience working in the Pacific region or with small island developing states (SIDS) is highly desirable. Familiarity with the SMARTEN Project or similar initiatives will be an advantage.

Languages:
Fluency in English is mandatory. Knowledge of additional languages spoken in Nauru or the Pacific region would be considered an asset, enhancing communication with local stakeholders.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration is for 3.5 months. The evaluation is expected to be conducted remotely, with potential travel to Nauru if necessary. The contractor will be compensated according to UNDP's individual contractor rates, and benefits may include access to UNDP resources and networks.
