Job Overview: The Project Advisor position is part of the Health Governance Initiative (HEART) Programme, specifically focusing on the Influenza Like Illness Severe Acute Respiratory Infections (ILI SARI) surveillance initiative. The role involves providing advisory and technical support to the National Influenza Centre (NIC) in preparing for ISO accreditation and managing the internal quality management of laboratory activities. The Project Advisor will work closely with the NIC to ensure compliance with ISO standards, enhance the quality management system, and support the development of proficiency testing schemes. This position requires a strong understanding of laboratory accreditation processes and quality management principles, as well as the ability to communicate effectively with various stakeholders to ensure successful implementation of the HEART Programme's objectives.
Duties and Responsibilities:
Provide high-quality advisory support for the implementation of NIC laboratory activities related to accreditation and quality management. This includes leading the preparation of ISO 17043 accreditation documents, ensuring compliance with ISO regulations, and maintaining confidentiality of documents.
Design and develop proficiency testing schemes, ensuring they meet ISO 17043 requirements.
Conduct internal audits and provide technical assistance to verify compliance with ISO standards.
Collaborate with participating laboratories and coordinate with the accreditation body to ensure effective communication and support.
Monitor resource requirements related to personnel competence, facilities, and environmental conditions to comply with ISO standards.
Guide the evaluation of proficiency tests and provide advisory support for management reviews to maintain the internal quality management system.
Analyze data related to NIC activities and prepare necessary reports in compliance with ISO 1352
Promote human rights and gender equality in all actions, ensuring an inclusive approach in all implementations.
Required Qualifications: The ideal candidate should possess a strong background in laboratory management, quality assurance, and accreditation processes. They should have experience in developing and implementing quality management systems, particularly in compliance with ISO standards. Strong analytical skills and the ability to communicate effectively with diverse stakeholders are essential. The candidate should also demonstrate a commitment to promoting gender equality and human rights in their work.
Educational Background: A bachelor's degree in a relevant field such as laboratory science, public health, or a related discipline is required. A master's degree or higher qualification in a relevant area is preferred. Additional certifications in quality management or laboratory accreditation would be advantageous.
Experience: Candidates should have a minimum of 5 years of professional experience in laboratory management, quality assurance, or related fields. Experience working with ISO accreditation processes, particularly ISO 17043, is highly desirable. Familiarity with health governance initiatives and public health programs will be considered an asset.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Bahasa Indonesia is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role. Knowledge of additional languages may be beneficial but is not required.
Additional Notes: This position is a full-time role based in Jakarta, Indonesia, and is part of the UN Volunteer program. The cost of living in Jakarta is moderate, with access to basic living needs and various housing options. The work environment is generally safe, although standard precautions against petty crime are recommended. The position may involve travel to various locations within Indonesia as required by the project.
