Job Overview: The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director position is a senior leadership role within the Division for Operations (DO) of UNODC, located in Vienna. The incumbent will be responsible for overseeing the implementation of the Division's substantive work program, which includes technical assistance and advisory services across UNODC's headquarters and field offices. This role requires close collaboration with the Director of DO and senior managers from other divisions, ensuring that UNODC's operations align with its strategic objectives and the Sustainable Development Goals (SDGs). The Deputy Director will also play a crucial role in policy formulation, strategic planning, and advocacy efforts, while ensuring compliance with UNODC's mandates and operational guidelines. The position demands a high level of professionalism, accountability, and leadership to effectively manage diverse teams and drive results in a complex international environment.
Duties and Responsibilities: The Deputy Director will lead and supervise the work program of the Division for Operations, providing guidance and oversight to both headquarters and field offices. Key responsibilities include:
Formulating and implementing strategies and policies for UNODC's field operations, ensuring alignment with the organization's overall goals.
Supporting the Director of DO in adapting field operations to meet emerging priorities and partnership opportunities.
Leading the development of good practices and compliance guidelines for field-based programs.
Overseeing the preparation of reports and inputs for intergovernmental bodies, ensuring high-quality standards and adherence to deadlines.
Providing guidance on personnel matters, including recruitment and performance management, while promoting a diverse and inclusive work environment.
Representing the Division at senior international meetings and events, and participating in discussions with other institutions.
Leading efforts to collect and analyze data for informed decision-making and reporting.
Performing other duties as assigned by the Director of DO.
Required Qualifications: Candidates must possess a thorough understanding of international drug control and crime prevention policies and practices. They should demonstrate professional competence in program development and execution, advocacy, and providing specialized advice on a range of development assistance issues. Strong interpersonal and leadership skills are essential, along with the ability to analyze data and convey information effectively. Candidates should also have a collaborative work style and the ability to manage conflicts within diverse teams. A commitment to gender equality and the promotion of a respectful workplace is crucial.
Educational Background: An advanced university degree (Master’s degree or equivalent) in economics, business or public administration, law, political or social sciences, international relations, or a related field is required. A first-level university degree in similar fields, combined with qualifying experience, may be accepted in lieu of the advanced degree.
Experience: A minimum of fifteen years of progressively responsible professional experience in international technical assistance program management related to drug control, crime prevention, anti-corruption, and/or terrorism prevention is required. At least five years of senior-level experience in overseeing technical cooperation programs at the field level is essential. Candidates should have experience in monitoring and evaluation, strategic planning, and managing financial and human resources in accordance with established policies. Experience in managing large teams and working within the UN system or similar international organizations is desirable, as is experience in data analytics.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, and proficiency in another UN official language is considered an advantage.
Additional Notes: This position is financed from extra-budgetary resources, and the initial appointment will be for a period of one year, subject to funding availability. The position is classified as a family duty station in Vienna, which is categorized in the H category.
