Duties and Responsibilities:
The Arms Expert will have a range of substantive, organizational, and administrative responsibilities. Substantively, the expert will monitor sanctions measures, investigate alleged violations, and analyze information regarding arms supply and trafficking related to South Sudan. This includes preparing detailed reports for the Security Council, contributing to recommendations for improved sanctions implementation, and delivering briefings on the Panel's activities. Organizationally, the expert will help prepare the Panel's work program, participate in investigative missions, and manage correspondence related to their responsibilities. Administratively, the expert must adhere to UN rules and regulations, including safety and security policies, and submit an End of Assignment Report at the conclusion of their mandate.

Required Qualifications:
Candidates must possess an advanced university degree in military science, political science, international relations, law, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of ten years of progressively responsible experience in relevant areas is required, including at least three years of field experience. Candidates should demonstrate strong field research or investigative skills, experience in writing high-quality reports, and proven interpersonal skills in complex political environments. A solid understanding of sanctions regimes within the UN or similar organizations is highly desirable, as is experience working under UN regulations and culture.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in a relevant field such as military science, political science, international relations, law, or journalism. Candidates with a first-level university degree may be considered if they have additional qualifying experience. This educational foundation is essential for understanding the complexities of sanctions and arms control in a global context.

Experience:
The position requires a minimum of ten years of progressively responsible experience in areas related to arms control, sanctions monitoring, or international relations. This experience must include at least three years of fieldwork in post-conflict or transitional environments, demonstrating the candidate's ability to navigate complex situations and conduct thorough investigations. Strong field research and investigative experience are crucial, as is the ability to produce high-quality written reports that adhere to rigorous standards.

Languages:
Fluency in English is mandatory for this position, as it is one of the working languages of the United Nations. Knowledge of another official UN language, such as French, is considered an advantage and may enhance a candidate's application.
