Job Overview:
The Procurement Systems Analyst will be part of the Quantum Procurement Team within the Office of Procurement at UNDP. This role is crucial for providing capacity building and support services to procurement system users globally. The analyst will work closely with technical and development teams to identify and implement system enhancements, ensuring that procurement processes align with UNDP's strategic goals. The position requires a collaborative, client-focused approach to ensure that users receive adequate support and knowledge when utilizing the procurement system. The analyst will also facilitate knowledge sharing and capacity building among users, contributing to the overall effectiveness of the procurement system.

Duties and Responsibilities:
The Procurement Systems Analyst will be responsible for a variety of tasks, including:
  • Providing support to procurement system users by solving ad-hoc system issues, guiding users on system navigation, and conducting online and classroom training sessions.
  • Developing user resource guides and tools, including training materials and response templates for frequently asked questions.
  • Supporting the enhancement and implementation of digital infrastructure for the procurement system, ensuring compliance with UNDP rules and regulations.
  • Identifying system enhancements and developing functional requirements, participating in system development and testing for new features.
  • Facilitating knowledge sharing and capacity building by documenting best practices, contributing to knowledge networks, and developing resources to support UNDP's engagement in procurement.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s Degree or equivalent) in Law, Economics, International Development, or Information Technology. Alternatively, a first-level university degree (bachelor’s degree) in these areas, combined with an additional two years of qualifying experience, will be considered. A CIPS Level III certification is highly desirable, and candidates holding this certification at the time of application will have a distinct advantage. If not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates with lower-level CIPS certifications will have a proportionate advantage.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as Law, Economics, International Development, or Information Technology. A first-level university degree in these areas, along with additional qualifying experience, may also be acceptable. The CIPS Level III certification is highly desirable and candidates are encouraged to obtain it if they do not already possess it at the time of application.

Experience:
The position requires a minimum of 2 years of professional experience in procurement or development and support of procurement systems for candidates with a master’s degree, or 4 years for those with a bachelor’s degree. Practical experience in system support, particularly in a help desk function, is essential. Candidates should have experience with office software packages and web-based management systems such as ERP. Experience in managing procurement processes end-to-end, particularly within UNDP, is highly desirable, as is experience in developing training materials and providing support to system users.

Languages:
Fluency in English is required for this position. A working knowledge of other UN languages would be considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.
