Job Overview:
The Focal Point for Delisting is tasked with managing the delisting requests submitted by individuals or entities designated on the sanctions lists established by the Security Council. This role involves engaging with petitioners and relevant stakeholders to gather necessary information, preparing comprehensive reports for the sanctions committees, and facilitating dialogue between parties involved. The Focal Point is expected to work closely with various UN bodies and committees, ensuring that all actions taken are in accordance with the mandates set forth by the Security Council. The position requires a high level of professionalism, legal expertise, and the ability to navigate complex political environments while maintaining confidentiality and due process.

Duties and Responsibilities:
The Focal Point will be responsible for the following duties:
  • Receive and review delisting petitions from individuals, groups, or entities on the sanctions lists, excluding those related to ISIL and Al-Qaida.
  • Engage with petitioners, legal representatives, Member States, and relevant UN envoys to gather information pertinent to the delisting requests.
  • Prepare written updates for the relevant sanctions Committee at the conclusion of the information gathering phase.
  • Facilitate engagement periods that may involve direct dialogue with petitioners.
  • Draft and circulate a confidential Comprehensive Report to the relevant sanctions Committee and any pertinent State after the engagement period.
  • Notify petitioners about the drafting and circulation of the Comprehensive Report.
  • Present the Comprehensive Report to the sanctions Committee upon invitation and respond to inquiries.
  • Submit biannual reports summarizing the Focal Point's activities to the Security Council.
  • Oversee the work of staff supporting the Focal Point for delisting. 1
  • Conduct briefings and outreach activities as necessary. 1
  • Perform additional duties as mandated by the Security Council.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in law or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should demonstrate a strong understanding of UN sanctions, public international law, and possess experience in legal analysis, research, and writing. Additionally, candidates should have experience in political analysis and international relations, particularly in the context of UN sanctions and legal policy questions.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law or a relevant area is required for this position. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of international law and the legal frameworks governing sanctions.

Experience:
Candidates must have a minimum of 15 years of progressively responsible experience in law or a related area. This experience should include legal analysis, research, and writing, as well as familiarity with public international law. Experience working with UN sanctions and addressing legal and policy questions related to the UN is desirable. Additionally, candidates should have experience in managing tasks necessary for the functioning of a work unit, demonstrating leadership and oversight capabilities.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Fluency in French is desirable, and knowledge of at least one other official UN language is considered an advantage. Proficiency in these languages is crucial for effective communication and reporting within the UN framework.

Additional Notes:
The position is available for a duration of 12 months, with the possibility of extension up to a maximum service period of 60 months, subject to budgetary approval.
