Job Description
Job Posting Organization:
The Water, Environment and Climate (WEC) portfolio is part of the UNOPS Global Portfolio Office, based in Vienna with global offices. Established to manage over 500 million USD in funding over the last 15 years, WEC focuses on climate action and environmental conservation. It partners with nearly 200 countries and institutions to support the implementation of the Paris Agreement and the Sustainable Development Goals, ensuring effective operationalization of partners' agendas.

Job Overview:
The NDC Partnership Facilitator will act as the primary liaison between the NDC Partnership and the government of Seychelles, facilitating coordination and communication among stakeholders to ensure the effective implementation of the Nationally Determined Contributions (NDC). This role involves supporting the Ministry of Agriculture, Climate Change and Environment in mobilizing resources and monitoring NDC implementation. The facilitator will work closely with various partners and the NDC Partnership Support Unit to manage the implementation plan and ensure that it aligns with the country's climate goals. This position is home-based, requiring the incumbent to work from government facilities and utilize their own equipment.

Duties and Responsibilities:
  • Coordinate communication with national, international, and local stakeholders regarding NDC Partnership engagement.
  • Facilitate meetings to monitor and coordinate the implementation of the NDC Implementation Plan.
  • Collaborate with the NDC Partnership Support Unit to manage and update the Implementation Plan in the Online Partnership Plan Tool.
  • Identify and maintain contact with implementing and development partners, ensuring their contributions to the Implementation Plan are documented.
  • Create an Annual Work Plan in collaboration with the Country Engagement Specialist.
  • Support the government in mobilizing financing for NDC implementation and update government needs regularly.
  • Monitor and assess the implementation progress of the NDC and prepare quarterly reports summarizing insights and recommendations.
  • Organize NDC-related meetings and support the government in preparing for relevant events.

Required Qualifications:
  • Advanced degree in public policy, economics, sustainable development, or a related field.
  • A first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced degree.
  • At least 5 years of experience in climate/environment and sustainable development in Seychelles.
  • Demonstrable experience in climate change tasks, including mitigation and adaptation actions, energy policy, and results-based management.
  • Familiarity with UNFCCC processes and experience in facilitating NDC implementation is an asset.
  • Excellent writing, editing, and communication skills are essential.

Educational Background:
Candidates must possess an advanced degree in public policy, climate/environment, economics, public finance, sustainable development, or a similar field. Alternatively, a bachelor's degree with two additional years of relevant experience may be accepted in lieu of an advanced degree.

Experience:
The position requires at least 5 years of relevant experience in climate/environment and sustainable development, particularly within Seychelles. Candidates should have demonstrable experience in climate change tasks, including mitigation and adaptation actions, energy policy, and government policy frameworks.

Languages:
Proficiency in English is mandatory. Knowledge of an additional UN language is considered an advantage.

Additional Notes:
This is a local position with a contract type of Local ICA retainer, level LICA 10, for a duration of 1 year with a maximum of 220 working days. There is a possibility of extension subject to satisfactory performance and funding availability. The position is home-based, meaning the incumbent will work from government facilities and must provide their own laptop and software. Female candidates are strongly encouraged to apply.
