Job Overview:
The ICT Advisor – Business and Solutions Architect position is a consultancy role within UNOPS, aimed at supporting a comprehensive evaluation of a major enterprise system for a partner organization. The consultant will be responsible for conducting a thorough review of the system, which includes assessing its ownership, funding model, staffing, and overall budget. The role requires delivering a detailed report with actionable recommendations and a high-level implementation plan to enhance the system's alignment with strategic objectives. The consultant will work closely with the UNOPS Programme Manager and partner organizations to ensure that the review meets the necessary standards and expectations.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including:
  • Ownership and Governance Assessment: Identify the current ownership structure, evaluate the governance framework, and suggest necessary changes to align with strategic goals.
  • Scope and Integration Analysis: Identify key workflows and features, evaluate dependencies, and confirm the project scope.
  • Financing Model Analysis: Analyze the existing financing model, assess cost recovery mechanisms, and suggest improvements for sustainability.
  • Staffing Requirements: Review current staffing levels, evaluate skills and competencies, and provide recommendations for optimization.
  • Budget Analysis: Examine the current budget, assess historical budget utilization, and propose adjustments for future needs. The performance of the ICT Advisor will be evaluated based on timely completion of milestones, quality of deliverables, and effectiveness of stakeholder engagement strategies.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in Engineering, Computer Science, Management, Project Management, or related fields, with at least seven years of relevant experience. Alternatively, a first-level university degree (Bachelor's) with nine years of experience will be accepted. A PMP or PRINCE2 Practitioner certification is required. Candidates should demonstrate experience in digital transformation initiatives, business and systems analysis, managing complex projects, writing assessment reports, and developing costing models.

Educational Background:
An advanced university degree (Master's) in relevant fields is preferred, but a Bachelor's degree with extensive experience is also acceptable. Candidates must upload their academic diplomas or certifications with their application.

Experience:
Candidates should have a minimum of six years of experience in business and systems analysis, five years in managing complex business process reengineering initiatives, three years in writing assessment reports, and two years in developing and assessing costing models for large systems. Management consulting experience and familiarity with international organizations like the UN are desirable but not mandatory.

Languages:
Fluency in English (reading, speaking, writing) is required. Knowledge of French is desirable, and proficiency in another official United Nations language is considered an asset.

Additional Notes:
The contract type is ICA (Individual Contractor Agreement) at level IICA 3, with an ongoing duration subject to organizational requirements, availability of funds, and satisfactory performance.
