Job Posting Organization:
The UNOPS Congo Democratic Multi-Country Office (CDMCO) is located in Kinshasa, Democratic Republic of the Congo (DRC). It operates across 15 countries including Angola, Burundi, Cameroon, Cape Verde, Central African Republic, Comores, Congo Republic, Democratic Republic of Congo, Equatorial Guinea, Gabon, Madagascar, Mauritius, Rwanda, Sao Tome & Principe, and Seychelles. Established to manage a portfolio close to $400 million, CDMCO oversees over 42 projects with a workforce of approximately 250 personnel. The organization prioritizes growth and geographical expansion, particularly focusing on African Small Island Developing States (SIDS) and regions lagging in portfolio development such as Angola, Cameroon, Burundi, and Rwanda.

Job Overview:
The primary role of the Quality engineer" style="border-bottom: 1px dotted #007bff !important;">Management Engineer is to ensure that the executed works meet the quality standards defined in the project's quality management plan, in accordance with client requirements and applicable regulations. Reporting to the Project Manager and under the direct supervision of the Chief Engineer, the engineer is responsible for identifying and assessing risks, as well as developing action plans to prevent them. The position involves collaboration with the control office to conduct various tests on materials or constructed works according to the project's quality plan. The engineer will assist in the overall planning of works, ensuring that each project component has its own work plan to meet deadlines, and will maintain good collaboration with Ministry of Public Works officials, local authorities, and other project partners such as the World Bank and MINUSCA. Daily technical monitoring of the site and adherence to environmental, social, and hygiene forecasts are also key responsibilities.

Duties and Responsibilities:
  • Assist in the overall planning of works, including forecasting execution timelines for each project component.
  • Ensure proper planning of all project work contracts.
  • Ensure that each project component has its own work plan to ensure timely completion of works.
  • Collaborate effectively with Ministry of Public Works officials, local authorities, and other project partners.
  • Provide necessary technical assistance to executing partner structures and monitor progress against the approved work plan.
  • Conduct daily technical monitoring of the construction site.
  • Ensure adherence to environmental, social, and hygiene forecasts on site.
  • Regularly verify measurements on site according to the control steps outlined in the Work Plan.
  • Prepare reports on the physical execution rate of works according to the required schedule. 1
  • Raise any deviations from the work plan and quality standards to management promptly. 1
  • Ensure that the journal for each site is up to date and that all recommendations are documented and followed up regularly. 1
  • Ensure adherence to the quality assurance strategy and work plan for each project component. 1
  • Participate in the provisional and definitive technical receptions of works. 1
  • Engage in capacity-building activities for local ministry agents regarding technical standards for road rehabilitation and construction.

Required Qualifications:
  • A degree in Civil Engineering (BAC+5) with at least 3 years of experience in similar positions. A Bachelor's degree (BAC+3) with a minimum of five (5) additional years of experience may be considered in lieu of a BAC+
  • At least 3 years of experience in road works and/or construction of public and community buildings.
  • Minimum of 3 years of experience in monitoring and controlling road works.
  • Professional experience of at least 3 years in post-conflict or fragile state environments is required.
  • Experience with the United Nations system is desirable.

Educational Background:
Candidates must possess a degree in Civil Engineering (BAC+5) or a Bachelor's degree (BAC+3) with significant additional experience. The educational background should reflect a strong foundation in engineering principles, particularly as they relate to public works and construction.

Experience:
Candidates should have a minimum of 3 years of relevant experience in road construction and public works, with a strong emphasis on quality control and monitoring. Experience in post-conflict environments is essential, and familiarity with the United Nations system is an advantage.

Languages:
Fluency in French (written and spoken) is mandatory. Knowledge of English is considered an asset, enhancing communication and collaboration in diverse environments.

Additional Notes:
The position is offered under an International Individual Contractor Agreement (IICA) or Local Individual Contractor Agreement (LICA) at the ICS-09 / IICA-1 / LICA-09 level. The contract duration is indefinite, subject to satisfactory performance, availability of resources, and organizational priorities.
