The UNOPS Congo Democratic Multi-Country Office (CDMCO) is located in Kinshasa, Democratic Republic of the Congo (DRC) and operates across 15 countries including Angola, Burundi, Cameroon, Cape Verde, Central African Republic, Comores, Congo Republic, Democratic Republic of Congo, Equatorial Guinea, Gabon, Madagascar, Mauritius, Rwanda, Sao Tome & Principe, and Seychelles. Established to manage a portfolio close to $400 million, CDMCO oversees over 42 projects with approximately 250 personnel. The organization prioritizes growth and geographical expansion, particularly focusing on African Small Island Developing States (SIDS) and countries lagging in portfolio development such as Angola, Cameroon, Burundi, and Rwanda.

Job Overview:
The primary role of the Ingénieur·re en gestion de la qualité is to ensure that the executed works meet the quality standards defined in the project quality management plan, in accordance with client requirements and applicable regulations. This position involves identifying and assessing risks, developing action plans to prevent them, and supervising various tests on materials or constructed works in collaboration with the control office. The engineer will assist in the overall planning of works, ensuring that each component of the project has its own work plan to meet deadlines, and will collaborate effectively with ministry officials, local authorities, and project partners such as the World Bank and MINUSCA. The engineer will also provide necessary technical assistance to executing partner structures and monitor progress against the approved work plan.

Duties and Responsibilities:
The duties and responsibilities of the Ingénieur·re en gestion de la qualité include: assisting in the overall planning of works, ensuring proper planning of all project contracts, ensuring each project component has its own work plan, collaborating with ministry officials and local authorities, providing technical assistance to executing partners, daily technical monitoring of the site, ensuring adherence to environmental, social, and hygiene forecasts, conducting regular checks of measurements on site, preparing reports on the physical execution rate of works, raising deviations from the work plan and quality standards to management, ensuring the site journal is up to date, documenting recommendations, ensuring adherence to quality assurance strategies, participating in technical receptions of works, and implementing capacity-building activities for ministry agents regarding technical standards for road rehabilitation and construction.

Required Qualifications:
Candidates must possess a degree in Civil Engineering (BAC+5) with at least 3 years of experience in similar positions. Alternatively, a Bachelor's degree (BAC+3) with a minimum of five additional years of relevant experience will be considered in lieu of a BAC+
  • Candidates should have at least 3 years of experience in road works and/or construction of public and community buildings, with a minimum of 3 years in monitoring and controlling road works. Experience in post-conflict environments or fragile states is required, and experience with the United Nations system is preferred.

Educational Background:
The educational background required for this position includes a degree in Civil Engineering (BAC+5) or a Bachelor's degree (BAC+3) with significant additional experience. The educational qualifications should align with the technical demands of the role, ensuring that candidates have a solid foundation in engineering principles and practices relevant to quality management in construction.

Experience:
The position requires a minimum of 3 years of professional experience in road works and/or construction of public and community buildings. Candidates should also have at least 3 years of experience in monitoring and controlling road works, with a strong preference for experience in post-conflict or fragile state environments. Experience working with the United Nations system is considered an asset.

Languages:
Fluency in French (spoken, written, and read) is mandatory. Knowledge of English is considered an asset, enhancing communication capabilities within the international context of the role.

The type of engagement for this position is either an International Individual Contractor Agreement (IICA) or a Local Individual Contractor Agreement (LICA), classified at the ICS-09 / IICA-1 / LICA-09 level.
