Job Overview:
The Senior Project Associate will play a crucial role in coordinating the implementation of ICT component activities within two EU-funded projects aimed at strengthening Integrated Border Management capacities in Montenegro. This position requires a strong understanding of project management, particularly in the ICT sector, and the ability to work collaboratively with various stakeholders. The Senior Project Associate will be responsible for planning, executing, and monitoring ICT projects, ensuring compliance with IOM policies and donor requirements. This role also involves providing technical guidance to project teams, managing budgets, and liaising with government counterparts and external IT specialists to ensure the successful implementation of technology solutions.

Duties and Responsibilities:
The Senior Project Associate will be tasked with a comprehensive set of responsibilities, including but not limited to: coordinating the implementation of ICT projects, monitoring budget availability, acting as the operational focal point for IT-related activities, providing technical guidance to project teams, supporting the establishment of electronic surveillance systems, collaborating with project teams to develop technology solutions, assisting in drafting technical documentation for procurement, collecting and compiling necessary documentation for tenders, maintaining contact with technical staff of state partners, participating in bid evaluation committees, conducting field visits for quality assurance, preparing reports for the Project Coordinator, and ensuring the accuracy of project documentation and archives. Additionally, the Senior Project Associate will assist in liaising with finance and procurement staff, verifying bills for completed services, and performing other duties as assigned.

Required Qualifications:
Candidates must possess a University/Institute Degree in Computer Science, System Engineering, Information Technology, Web Design, Database Management, Software Development, Mathematics, or a related field, along with at least 4 years of relevant working experience. Alternatively, candidates with a school diploma and six years of relevant experience will also be considered. The position requires strong ICT project management skills, the ability to work in a team environment, and effective communication skills to present technical ideas to non-technical staff. Familiarity with issue-tracking systems, hands-on experience with Windows-based server/client systems, and a solid understanding of the Software Development Life Cycle are essential. Experience in preparing technical specifications, IT budgets, and project reports for donors is advantageous, as is knowledge of border surveillance systems and technologies.

Educational Background:
The educational background required for this position includes a University/Institute Degree in relevant fields such as Computer Science, System Engineering, Information Technology, Web Design, Database Management, Software Development, or Mathematics. Candidates with a school diploma and significant relevant experience (six years) may also be considered. This educational foundation is crucial for understanding the technical aspects of the projects and effectively managing ICT-related tasks.

Experience:
The ideal candidate should have a minimum of four years of relevant working experience in ICT project management. This experience should include the ability to work collaboratively in a team environment, manage group studies, and present technical ideas in a user-friendly manner. Hands-on experience with Windows-based server/client systems, software and web technologies, and familiarity with the preparation and review of Terms of References and Technical Specifications are highly desirable. Experience in financial reporting, project reporting for donors, and working in an international environment is also advantageous.

Languages:
Fluency in English and Montenegrin is required for this position, both oral and written. This language proficiency is essential for effective communication with project stakeholders, drafting reports, and ensuring that all project documentation is clear and accessible to all parties involved.

Additional Notes:
This position is subject to local recruitment, and only candidates who are nationals of Montenegro or hold a valid residence and work permit for Montenegro will be considered. The appointment will be contingent upon funding confirmation and the candidate's medical fitness for appointment.
