Job Overview: The Programme Manager position within the OSCE Mission to Montenegro is a critical role that involves overseeing the Democratization Programme, which is designed to support the development and functioning of democratic institutions and processes in Montenegro. This position requires a strategic approach to managing the programme, including annual planning, budgeting, monitoring, and evaluation of programme activities. The Programme Manager will lead a team of five staff members, ensuring effective performance management and fostering a cohesive working environment. The role also entails providing expert advice to senior management on programme implementation and future planning, as well as liaising with various governmental and non-governmental organizations to enhance cooperation and information sharing. The Programme Manager will be responsible for producing high-quality written outputs, including policy papers and briefing materials, and will play a key role in promoting youth inclusion, empowerment, and gender equality within the framework of the programme.
Duties and Responsibilities: The duties and responsibilities of the Programme Manager include:
Managing the Democratization Programme, including strategic planning, budgeting, monitoring, and evaluation.
Leading and managing a team of five staff members, ensuring effective performance and cohesion within the programme.
Ensuring the production of high-quality written outputs for all programmatic documents.
Providing timely advice and expertise to the Head of Mission (HoM), Deputy Head of Mission (DHoM), and relevant mission members regarding programme implementation and future planning.
Liaising with governmental, non-governmental, and international organizations to gather information and ensure cooperation.
A minimum of 6 years of relevant professional experience in public administration, international organizations, civic associations, or economic and political development.
Demonstrable management, organizational, communication, analytical, and interpersonal skills.
Strong analytical and problem-solving abilities, with a proven track record of leadership and team management.
Cultural sensitivity and the ability to work under pressure and within limited time frames.
Professional fluency in English, both oral and written.
Proficiency in Windows applications, including word processing and email.
Educational Background: Candidates must possess a first-level university degree in fields such as political science, social sciences, international relations, public policy, or law. This educational background is essential for understanding the complexities of governance and democratic processes, which are central to the role of Programme Manager.
Experience: Candidates should have a minimum of 6 years of relevant professional experience. This experience should ideally include work in public administration, international organizations, civic associations, or in roles related to economic and political development. International field work experience in project management, monitoring, reporting, and policy advice is particularly valuable for this position.
Languages: Professional fluency in English is mandatory for this position, both in oral and written forms. Knowledge of the local language or the most commonly spoken lingua franca in the mission area is considered desirable, as it can enhance communication and cooperation with local stakeholders.
Additional Notes: This position is classified as a Senior Professional role and is offered on a fixed-term basis under an international secondment contract.
