Job Overview: The consultant will play a crucial role in facilitating and documenting the work of the Policy Network on Artificial Intelligence (PNAI) as recommended by the IGF Multistakeholder Advisory Group (MAG). This position involves collaborating closely with MAG-appointed facilitators to develop implementation strategies and work plans, ensuring that the outputs align with the broader goals of the IGF. The consultant will be responsible for hosting and reporting on PNAI meetings, synthesizing discussions, and drafting outputs that will be presented at the 20th Annual Meeting of the Internet Governance Forum. The role requires a deep understanding of Internet governance and the ability to navigate complex discussions involving multiple stakeholders. The consultant will also be tasked with gathering information, monitoring discussions, and engaging the wider community to ensure comprehensive input into the PNAI outputs.
Duties and Responsibilities:
Collaborate with MAG-appointed facilitators to develop the implementation strategy and work plan for the PNAI.
Advise the PNAI on effective responses to recommendations from the UN Secretary-General regarding the IGF's role in digital policy discussions.
Monitor and manage discussion mailing lists, document meetings, and compile summaries for output documents.
Gather relevant information on PNAI topics in consultation with stakeholders.
Support the organization of PNAI sessions at the IGF and summarize discussions for output adjustments.
Contribute to drafting the IGF 2025 Messages based on session reports.
Prepare a substantive output report for the PNAI, incorporating community inputs and independent research.
Engage the community for feedback on draft reports and incorporate comments into revisions.
Prepare background materials for press briefings and conduct outreach for PNAI sessions. 1
Act as rapporteur, summarizing inputs and compiling final drafts. 1
Produce publishable summaries for the IGF website and coordinate with the Secretariat on document layout. 1
Contribute to capacity development activities by integrating PNAI insights into workshops and materials.
Required Qualifications: Candidates must possess an advanced university degree in information communication technologies, social sciences, development studies, management, or related fields, or have equivalent work experience totaling at least 8 years. A minimum of 5 years of professional experience is required, particularly in analytical work related to ICTs, Internet governance, digital public policy-making, and capacity building. Candidates should demonstrate considerable experience in drafting high-level reports and synthesizing complex information, as well as a strong understanding of AI, emerging technologies, human rights online, cybersecurity, and digital inclusion.
Educational Background: An advanced university degree in relevant fields such as information communication technologies, social sciences, development studies, or management is required. Alternatively, candidates may qualify with 8 years of relevant work experience in lieu of a degree.
Experience: The position requires a minimum of 5 years of professional experience, particularly in areas related to ICTs, Internet governance, digital public policy-making, and capacity building. Candidates should have a proven track record of analytical work and experience in drafting high-level reports and meeting summaries.
Languages: Excellent written and oral skills in English are mandatory. Knowledge of another official UN language is considered desirable, enhancing the candidate's ability to engage with a diverse range of stakeholders.
