Job Overview: The position of International Consultant/Evaluation Team Leader involves leading the evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) in Tajikistan for the 2023-2026 cycle. The consultant will be responsible for developing an inception report, conducting data collection and analysis, and preparing evaluation reports. This role requires a comprehensive understanding of the UN's collective contributions to sustainable development, as well as the ability to synthesize findings from various UN entities. The consultant will work independently while coordinating with the Evaluation Manager and the UN Resident Coordinator, ensuring that the evaluation aligns with national priorities and the Sustainable Development Goals (SDGs). The evaluation process will be divided into three phases: inception, data collection and analysis, and reporting, with specific deliverables and timelines outlined for each phase.
Duties and Responsibilities: The duties and responsibilities of the International Consultant/Evaluation Team Leader include:
Developing an inception report that includes a preliminary analysis of the Theory of Change (ToC), evaluation approach, methods, and a detailed evaluation plan.
Conducting a desk review and interviews, as well as field visits to collect data.
Leading the evaluation process, ensuring that it is conducted independently and objectively.
Coordinating with the Evaluation Manager and UN Resident Coordinator to refine evaluation questions and design.
Compiling and synthesizing findings from data collection and preparing draft and final evaluation reports.
Presenting preliminary findings and facilitating stakeholder workshops to discuss the evaluation outcomes.
Ensuring that the evaluation aligns with the UN's strategic goals and contributes to the understanding of the collective impact of UN entities in Tajikistan.
Required Qualifications: Candidates must possess an advanced university degree (Masters or PhD) in Social Sciences, Development Studies, Economics, International Relations, or a related field. A minimum of 10 years of relevant professional experience is required, including substantive involvement in evaluations and/or reviews at program and/or outcome levels with international organizations, preferably related to UNDAFs and UNSDCFs. Specialized experience in data collection and analytical skills, particularly in human rights-based approaches, gender considerations, environmental sustainability, and Results Based Management (RBM) principles is essential. Strong expertise in gender equality and human rights, as well as a good understanding of the SDGs and the role of the UN in development cooperation, is also required.
Educational Background: The educational background required for this position includes an advanced university degree (Masters or equivalent) or a PhD in relevant fields such as Social Sciences, Development Studies, Economics, or International Relations. This educational foundation is crucial for understanding the complexities of development evaluation and the UN's operational context.
Experience: The position requires at least 10 years of relevant professional experience, particularly in evaluations and reviews at the program and outcome levels. Candidates should have a proven track record of working with international organizations, especially in the context of UNDAFs and UNSDCFs. Experience in data collection and analysis, as well as familiarity with human rights-based approaches and gender considerations, is essential for success in this role.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the UN. Knowledge of Russian is considered an asset, as it may facilitate communication and understanding within the local context of Tajikistan.
Additional Notes: Interested candidates are required to submit a technical proposal that demonstrates their suitability for the role. This proposal should include a CV, a sample of previous work, an outline of relevant experiences, and a suggested methodology and work plan. Additionally, candidates must provide a financial proposal that includes travel expenses and daily subsistence allowances (DSA). The Evaluation Team will be responsible for their own travel arrangements within Tajikistan, and consultants must possess their own laptops and technical equipment. All documents produced during the consultancy will be treated as confidential, and the UN retains exclusive rights to distribution and publication.
