Job Overview: The National Evaluation Consultant will work under the leadership of the Evaluation Team Leader/International Consultant to support the evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) in Tajikistan. This evaluation will cover all UN Country Team programs during the 2023-2026 CF cycle, assessing the collective contributions of UN entities as One UN. The consultant will be responsible for utilizing provided templates from the CF Evaluation Guidelines and ensuring timely submission of deliverables. The role involves contributing to the inception report, data collection, analysis, and drafting of evaluation reports. The consultant will work independently from the Resident Coordinator's Office (RCO) and UN Country Team (UNCT) in Tajikistan, ensuring a comprehensive evaluation process that aligns with national priorities and the Sustainable Development Goals (SDGs).
Duties and Responsibilities: The National Evaluation Consultant will have a range of duties and responsibilities, including:
Inception Phase (7 days): Assisting the Evaluation Team Leader/International Consultant in mapping and scoping activities, refining evaluation design and questions, and drafting the Inception Report.
Field Phase (15 days): Conducting data collection and analysis, including primary and secondary data collection through desk reviews and interviews.
Reporting Phase (6 days): Compiling and synthesizing findings, preparing the Evaluation Report, and presenting preliminary findings.
Review and Validation: Sharing the report with UNCT and Evaluation Steering Committee members for review and validation, and assisting in drafting a management response to address recommendations.
Dissemination: Facilitating discussions on actioning recommendations and integrating findings into the next CF planning cycle through workshops with stakeholders. The evaluation will utilize qualitative and quantitative methods, including document reviews, data analysis, and interviews with key informants.
Required Qualifications: The position requires an advanced university degree in Social Sciences, Development Studies, Economics, International Relations, or a related field. Candidates must have at least 5 years of relevant professional experience, including substantive involvement in evaluations or reviews at program or outcome levels with international organizations, preferably with experience in UNDAFs and UNSDCFs. Specialized experience in data collection and analytical skills, particularly in human rights-based approaches, gender considerations, environmental sustainability, and Results Based Management (RBM) principles is essential. A good understanding of the SDGs and the role of the UN System in development cooperation is also required, along with sound knowledge of the country context in Tajikistan.
Educational Background: Candidates must possess an advanced university degree in a relevant field such as Social Sciences, Development Studies, Economics, or International Relations. This educational background is crucial for understanding the complexities of development evaluation and the specific context of Tajikistan.
Experience: The position requires a minimum of 5 years of relevant professional experience, particularly in evaluations and reviews at the program and outcome levels. Candidates should have experience working with international organizations, preferably within the UN system, and should demonstrate a strong understanding of evaluation methodologies and practices.
Languages: Fluency in English is considered an advantage, while knowledge of Russian is required. Additionally, fluency in Tajik is an asset, as it will facilitate communication and data collection within the local context.
