Job Overview: The consultancy aims to establish a roster of qualified gender consultants who will provide technical assistance, capacity building, and advisory services to support UNFPA's gender-related initiatives in Uzbekistan. The consultants will be expected to contribute to the design, implementation, monitoring, and evaluation of gender-sensitive programs and interventions. They will also engage in reviewing existing standards and protocols on gender-based violence (GBV) services, conducting assessments and research on gender issues, and developing training workshops and awareness-raising activities. The role is crucial in supporting the development and implementation of GBV prevention and response strategies, ensuring that gender considerations are integrated into policies and programs, and contributing to knowledge management in the field of gender programming.
Duties and Responsibilities: The consultants will be responsible for providing technical assistance and expertise in various areas, including the design and implementation of gender-sensitive programs. They will conduct assessments and research on gender issues and GBV prevalence, develop training workshops for stakeholders, and support the establishment of referral pathways for GBV survivors. Additionally, they will provide advisory services to government counterparts and civil society organizations, contribute to knowledge sharing by documenting best practices, and perform any other tasks related to gender and GBV as assigned by UNFPA. Regular monitoring of activities will be conducted through contact with the UNFPA National Programme Specialist on Gender and Social Norm Change.
Required Qualifications: Candidates must possess an advanced degree in gender studies, social sciences, public health, law, international development, or a related field. A minimum of three years of relevant professional experience in gender, social science, psychology, law, development, or project management is required. Demonstrated expertise in designing and evaluating gender-sensitive programs, conducting assessments, and delivering training workshops is essential. Candidates should have excellent communication skills, the ability to work in a multi-cultural environment, and experience liaising with various stakeholders, including government institutions and NGOs. Proficiency in relevant areas such as GBV prevention and response, gender equality, and women's empowerment is also necessary.
Educational Background: An advanced degree in fields such as gender studies, social sciences, public health, law, or international development is required for this position. This educational background is crucial for understanding the complexities of gender issues and the necessary frameworks for addressing them effectively.
Experience: Candidates should have a minimum of three years of relevant professional experience in areas related to gender, social science, psychology, law, development, or project management. This experience should include a proven track record in designing, implementing, and evaluating gender-sensitive programs and interventions, as well as conducting assessments and research on social issues, particularly those related to gender.
Languages: Fluency in Russian and Uzbek, both spoken and written, is mandatory for this position. Proficiency in English is desirable, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage in broader discussions on gender issues.
Additional Notes: The consultancy will be home-based with possible travel to various regions within Uzbekistan. The consultant will be included in the Roster of gender experts, and payment will be disbursed monthly upon the submission of deliverables and acceptance of services by UNFPA. It is important to note that if the deliverables do not meet UNFPA's performance criteria, payment may be withheld in part or in full. The consultant will receive support from UNFPA, including access to relevant documents and office space.
