Job Overview:
The Global Roving Emergency Livelihoods & Food Security Specialist is tasked with deploying to humanitarian crises and start-up situations to provide technical development for the Livelihoods and Food Security (LFS) core competency. This role involves strategic direction and quality assurance, as well as developing LFS strategies and ensuring quality control at the country level. The specialist will be responsible for recruiting, mentoring, training, and building the capacity of staff in LFS technical areas. The position requires a flexible approach, adapting to the specific programmatic needs of each deployment while delivering results swiftly in high-pressure environments. The specialist will lead LFS programming during emergencies, act as an LFS focal point, and support global and regional initiatives related to the function.

Duties and Responsibilities:
The Global Roving Emergency LFS Specialist will undertake a variety of responsibilities, including but not limited to: leading LFS core competency programming during start-up and emergency responses; acting as an LFS Specialist at the country office level in case of critical gaps; supporting global and regional initiatives; developing LFS country strategies and response plans; providing technical guidance and macro log frames aligned with NRC’s policies; contributing to fundraising efforts and developing funding proposals; ensuring compliance with contractual commitments; providing technical direction and project implementation support; contributing to monitoring and evaluation processes; ensuring key learnings are integrated into programming; and representing NRC in relevant forums and clusters, advocating for the rights of displaced persons.

Required Qualifications:
Candidates must possess a minimum first-level university degree or Bachelor’s degree in a related field. They should have at least 4 years of relevant professional experience in Livelihoods and Food Security themes within humanitarian or recovery contexts. Substantial experience in acute emergency situations, knowledge of cash-based interventions, and experience in leading assessments are essential. Candidates should also have experience in drafting policy and strategic guidance, developing practical tools, and understanding durable solutions in emergency settings. A solid understanding of refugee and IDP crisis contexts is crucial, along with the ability to adapt to programmatic needs and deliver under pressure.

Educational Background:
The educational background required for this position includes a minimum of a first-level university degree or Bachelor’s degree in a relevant field related to Livelihoods and Food Security. This educational foundation is essential for understanding the complexities of humanitarian work and the specific challenges faced in emergency contexts.

Experience:
The position requires a minimum of 4 years of relevant professional experience in Livelihoods and Food Security themes and activities, particularly in humanitarian or recovery contexts. Candidates should have substantial experience working in acute emergency situations, demonstrating a strong understanding of cash-based interventions and market-based programs. Experience in leading assessments and developing strategic guidance is also necessary, along with a proven track record of working in complex and volatile environments.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Proficiency in French is also required, while knowledge of Spanish or Arabic is considered an advantage. The ability to communicate effectively in these languages is crucial for collaboration and coordination in diverse humanitarian settings.

Additional Notes:
The position is a global roving role, with the duty station being home-based when not deployed. The contract duration is 24 months, and candidates should be prepared for extensive travel, up to 75%, to various contexts. The salary and benefits are classified as Grade 9 on NRC's grading structure.
