Job Overview: The National Consultant for Project Evaluation will play a crucial role in leading the evaluation of the second phase of the UK ISF Project, which aims to strengthen the prevention and response to violence against women and girls in Central Asia. This position requires collaboration with an international consultant and other national consultants from Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan. The consultant will be responsible for logistical support, organizing online meetings with UNFPA implementing partners, collecting data, and conducting field visits. The evaluation will span from March 24, 2025, to June 9, 2025, and will involve various stages including design report approval, stakeholder interviews, and the drafting of evaluation reports and presentations.
Duties and Responsibilities: The National Consultant will have a comprehensive set of responsibilities, including:
Providing logistical support to the International Consultant in organizing online meetings with UNFPA implementing partners.
Assisting in the collection of data necessary for the evaluation.
Conducting field visits to gather qualitative and quantitative data.
Participating in the induction meeting with UNFPA Country Offices for Central Asia.
Collaborating with the evaluation team to design and approve the evaluation report.
Conducting interviews with stakeholders to gather insights and feedback.
Drafting the evaluation report and preparing PowerPoint presentations to communicate findings.
Developing a recommendation worksheet based on the evaluation findings.
Ensuring timely delivery of all reports and presentations as per the established deadlines.
Required Qualifications: The position requires a Master’s degree in social sciences, gender studies, public health, public policy, medicine, or a related field. Candidates should have at least 5-7 years of experience in conducting evaluations, reviews, assessments, research studies, or monitoring and evaluation work in the field of international development. A strong substantive knowledge of gender issues, prevention and response to gender-based violence (GBV), and experience working with communities to promote gender equality is essential. Excellent analytical and problem-solving skills, along with strong interpersonal and communication skills (both written and spoken), are required. Familiarity with the national development context of Central Asia and experience working with multidisciplinary teams are also important. Knowledge of UNFPA or other United Nations organizations’ mandates and activities will be considered an advantage.
Educational Background: Candidates must possess a Master’s degree in relevant fields such as social sciences, gender studies, public health, public policy, or medicine. This educational background is crucial for understanding the complexities of gender issues and the socio-economic factors influencing them in the Central Asian context.
Experience: The ideal candidate should have a minimum of 5-7 years of relevant experience in conducting evaluations, assessments, or research studies within the international development sector. This experience should include a strong focus on gender issues and the prevention of GBV, demonstrating the ability to work effectively in a multidisciplinary team environment.
Languages: Fluency in written and spoken English and Russian is mandatory for this position. Proficiency in additional languages relevant to the Central Asian region may be considered an asset, enhancing communication with local stakeholders and communities.
