Job Overview:
The Executive Officer plays a crucial role in supporting the High Representative for Disarmament Affairs and senior management in the development and implementation of administrative and financial frameworks. This position involves advising on budgeting, financial management, and human resources, as well as producing complex reports for decision-making. The Executive Officer is expected to participate in senior management meetings, providing insights on administrative and financial matters, and ensuring compliance with UN policies and procedures. The role requires a strategic mindset to manage risks and support effective planning and coordination within the office.

Duties and Responsibilities:
The Executive Officer will be responsible for a wide range of duties including: assisting in the development and implementation of administrative and financial frameworks; advising senior management on budgeting and human resources issues; producing major reports for management; participating in task forces on human resources and administrative matters; coordinating staff administration-related issues; overseeing staffing table records; ensuring compliance with recruitment and career development procedures; leading budget preparation and monitoring expenditures; developing sound financial policies and procedures; managing administrative staff and preparing performance reports; and ensuring effective planning and organization of support services.

Required Qualifications:
Candidates must possess a strong background in administration, finance, and human resources management. They should have the ability to provide specialized advice in these areas and apply UN rules and regulations effectively. The role requires a high level of professionalism, accountability, and the ability to manage performance and make sound judgments. Candidates should demonstrate leadership skills and a commitment to gender balance and diversity in staffing.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level degree (Bachelor’s degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management, or a related field is required. At least three years of managerial experience in these areas within the United Nations Secretariat is essential. Candidates should have experience in formulating budget proposals, managing budget implementation, and producing reports. Familiarity with Enterprise Resource Planning solutions such as Umoja is required, and experience in data analytics is desirable.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language, such as French, is desirable and may enhance a candidate's application.
