Job Overview: The Monitoring and Results Management (MRM) Manager will play a pivotal role in the BLOOM Project Management Unit (PMU) at Mercy Corps. This position is responsible for overseeing the implementation of the monitoring, evaluation, and learning (MEL) plan for the BLOOM programme, which aims to enhance the resilience of vulnerable, war-affected households in Ukraine. The MRM Manager will lead a team focused on cultivating a strong learning culture and providing strategic direction to MEL staff across various partners. The role involves designing research and MEL plans, analyzing trends, and contributing to the programme's influence strategy. The MRM Manager will ensure effective practices for adaptive management are in place, facilitating sessions that promote evidence-based decision-making and learning throughout the programme.
Duties and Responsibilities: The MRM Manager will be responsible for a comprehensive set of duties, including:
Designing and developing a Monitoring, Evaluation, Research, and Learning (MERL) Strategy in collaboration with the programme team, ensuring alignment with FCDO requirements.
Leading the development of an Evidence and Learning plan based on market diagnostics and research investigations.
Overseeing the delivery and analysis of formative assessments, ensuring close coordination with Track leads.
Setting up the MEL system, including technology for MEL and TolaData maintenance, compliant with donor and organizational requirements.
Leading systematic reviews to identify core learning questions and hypotheses.
Coordinating the production of external-facing learning products for diverse stakeholders.
Facilitating learning sessions and developing knowledge management tools to support continuous improvement.
Mentoring and coaching staff to build their capacity and fostering a respectful work environment.
Collaborating with Community Accountability and Reporting Mechanism (CARM) staff to enhance accountability to participants and communities.
Required Qualifications: Candidates must possess a minimum of 7 years of experience in designing and implementing MEL approaches, with a preference for those who have worked on FCDO-funded programmes. Proven ability to produce final documents for donor consumption, such as logframes and M&E Plans, is required. Candidates should have a strong theoretical and practical background in MEL, with knowledge of qualitative and quantitative methodologies. Experience with mobile data collection tools and data visualization software is essential. Thematic experience in agriculture, market systems development, and livelihoods programming in the Ukrainian context is preferred. Proficiency in both Ukrainian and English is required.
Educational Background: A relevant educational background is essential for this position, typically requiring a degree in social sciences, international development, or a related field. Advanced degrees or certifications in monitoring and evaluation, research methodologies, or related disciplines may be advantageous.
Experience: The ideal candidate should have extensive experience in monitoring and evaluation, particularly in contexts similar to the Ukrainian situation. Experience in managing teams and collaborating with various stakeholders, including local partners and community members, is crucial. Familiarity with the challenges and opportunities in conflict-affected areas will be beneficial.
Languages: Proficiency in Ukrainian and English is mandatory for this role. Knowledge of additional languages relevant to the region may be considered an asset, enhancing communication with diverse stakeholders.
