Job Posting Organization: The position is located in the Integrated Office of the Office of the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator for Somalia. This office is part of the United Nations Transitional Assistance Mission in Somalia (UNTMIS) and includes various substantive sections, core functions of the Resident Coordinator's Office, and thematic expertise related to Somalia. The organization aims to facilitate the transition of UN functions in Somalia and enhance coordination among various stakeholders, including the Federal Government of Somalia (FGS) and other partners.
Job Overview: The Principal Coordination Officer will play a crucial role in overseeing the transition of UN functions from UNTMIS to the UN Country Team (UNCT) in Somalia. This position requires strategic guidance to ensure effective support for the implementation of the 2030 Agenda through various frameworks such as the Common Country Analysis (CCA) and the UN Cooperation Framework. The incumbent will be responsible for connecting humanitarian, development, political economy, and peacebuilding efforts to foster coherence across these areas. The role also involves managing a team, coordinating with multiple UN units, and ensuring that outputs meet the required standards and timelines. The officer will be expected to lead initiatives for external partnerships and resource mobilization, as well as manage the operations of the Integrated Office, including budget preparation and staff performance evaluations.
Duties and Responsibilities: The duties and responsibilities of the Principal Coordination Officer include supporting the DSRSG/RC/HC in the transition of UNTMIS to the UNCT, leading strategic guidance for UN support in implementing the 2030 Agenda, connecting various efforts across humanitarian and development sectors, managing the work program of the Integrated Office, coordinating substantive units, approving and drafting reports for intergovernmental bodies, establishing external partnerships, managing operations and budgets, organizing meetings and seminars, and performing other duties as required. The officer will also supervise over 40 staff members across multiple duty stations, ensuring effective communication and teamwork.
Required Qualifications: Candidates must possess proven knowledge and understanding of sustainable development theories and concepts. They should demonstrate professionalism, leadership, and the ability to manage performance effectively. The role requires strong planning and organizational skills, client orientation, and the ability to anticipate and resolve conflicts. The incumbent should be able to delegate responsibilities appropriately and monitor progress against milestones.
Educational Background: An advanced university degree (Master's degree or equivalent) in Political Science, International Relations, Social Science, Law, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of 15 years of progressively responsible experience in political affairs, diplomacy, international relations, conflict resolution, coordination, disarmament, security" style="border-bottom: 1px dotted #007bff !important;">security, human rights, humanitarian work, or a related field is required. Candidates should have excellent management skills and extensive experience in political outreach, facilitation, analysis, and reporting. Experience in policy formulation within a development cooperation context is desirable, as is experience working with Somali government counterparts and within the United Nations system.
Languages: Fluency in English (both oral and written) is required for this position. Knowledge of another UN official language, such as French, is considered an advantage.
