Job Overview:
The HR Technical Officer position is critical in supporting the HR processes within the NRC country office in Ukraine. This role involves managing various HR functions, including contract management, recruitment, and staff benefits, while ensuring alignment with NRC systems. The HR Technical Officer will be responsible for ensuring compliance with NRC policies, guidelines, and Ukrainian labor laws. The position requires a proactive approach to identifying and addressing gaps in HR activities, promoting improvements, and providing technical support to enhance the overall effectiveness of the HR function. The officer will also play a key role in the recruitment cycle for national staff, ensuring transparency and efficiency throughout the process, and will support the HR Manager in implementing recruitment systems and tools.

Duties and Responsibilities:
The HR Technical Officer will lead the full recruitment cycle for Grade 6 and below national staff at the Country Office, with support for Grade 7 recruitments as needed. Responsibilities include organizing and conducting interviews, ensuring the NRC People (HRMIS) system is updated, managing the national Job Description database, and maintaining complete and updated recruitment files. The officer will also ensure that HR and recruitment trackers are consistently updated, promote awareness of HR policies among staff, and recommend new policies to improve organizational attractiveness. Additionally, the officer will provide HR advice and support to managers, prepare HR analytics reports, and perform any other tasks as requested by the line manager.

Required Qualifications:
Candidates must possess recruitment experience in a humanitarian or rapidly growing organization, along with knowledge of their own leadership skills. Fluency in both English and Ukrainian, both written and verbal, is mandatory. A minimum of 2 years of previous experience in the HR/recruitment field is required, along with demonstrated knowledge of various recruitment tools and methods, and strong knowledge of labor legislation. Experience in managing high-volume recruitment processes and dealing with high-pressure situations in a calm and diplomatic manner is essential. Candidates should also have experience in implementing new procedures and managing HRMS/recruitment systems, as well as strong skills in MS Excel for data analysis.

Educational Background:
A relevant educational background in Human Resources, Business Administration, or a related field is preferred. Candidates should have a solid understanding of HR principles and practices, as well as familiarity with labor laws and regulations in Ukraine. Additional certifications in HR management or related areas would be advantageous.

Experience:
The position requires a minimum of 2 years of experience in the HR/recruitment field, particularly in a humanitarian or rapidly growing organization. Candidates should have a proven track record of managing recruitment processes, including high-volume recruitment, and should be adept at handling multiple tasks and deadlines effectively. Experience in using HR management systems and recruitment tools is also essential.

Languages:
Fluency in English and Ukrainian is mandatory for this position, both in written and verbal communication. Knowledge of additional languages would be considered an asset, particularly in a multicultural work environment.
